Toowoomba Regional Council is seeking an experienced Principal Commercial Coordinator to play a pivotal leadership role in the delivery of the $300 million Enabling Growth Infrastructure Program (EGIP).

This landmark program represents one of the most significant investments in water infrastructure ever undertaken by Council and includes the delivery of the Southern Water Treatment Plant, Mt Peel Reservoir and associated water network infrastructure.

Reporting to the Program Director – Enabling Growth Infrastructure Program, you will lead the oversight and assurance of commercial, financial, governance, audit and probity activities across the program, ensuring robust controls, compliance and transparency throughout the project lifecycle.

The Opportunity

As Principal Commercial Coordinator, you will provide leadership across the commercial and governance functions of the program, ensuring effective financial management, contract administration, risk oversight and reporting outcomes.

Working closely with project leaders, consultants, contractors, government agencies and key stakeholders, you will play a critical role in supporting informed decision-making and successful program delivery.

Key responsibilities include:

- Leading program financial management activities, including budgeting, forecasting, monitoring and reporting.
- Managing commercial and contractual matters to ensure compliance, accountability and value-for-money outcomes.
- Coordinating procurement, tendering and consultant engagement processes.
- Establishing and maintaining effective governance, risk, probity and assurance frameworks.
- Overseeing project controls, reporting and information management functions across the program.
- Providing strategic advice, performance insights and recommendations to senior leaders and stakeholders.
- Building strong and productive relationships with internal and external stakeholders.
- Leading and developing project support staff while fostering a positive,



high-performing team culture.

About You

You are an experienced commercial, governance and project management professional with a proven ability to support the successful delivery of major infrastructure or capital works programs.

You bring strong commercial acumen, attention to detail and the ability to coordinate multiple workstreams, stakeholders and priorities within a complex project workplace.

To be successful in this role, you will bring:

- Qualifications in Project Management, Business or a related discipline, or equivalent experience in a similar role.
- Demonstrated experience in commercial management, contract administration, governance and financial oversight within major infrastructure projects or programs.
- Strong capability in budgeting, forecasting, reporting, risk management and performance monitoring.
- Experience operating within structured governance environments and applying sound commercial and project controls principles.
- An understanding of legislative, regulatory and funding requirements relevant to public infrastructure delivery.
- Experience in local government or the public sector will be highly regarded.
- Excellent analytical, communication and stakeholder engagement skills.
- The ability to influence outcomes, provide sound advice and support effective decision-making.
- A commitment to accountability, continuous improvement and achieving high-quality outcomes.
