LEAD ONE OF REGIONAL QUEENSLAND'S LARGEST WATER INFRASTRUCTURE PROGRAMS AND SHAPE THE FUTURE OF THE TOOWOOMBA REGION

Toowoomba Regional Council is seeking an exceptional Lead Project Manager to lead the delivery of major water infrastructure projects as part of the $300 million Enabling Growth Infrastructure Program (EGIP).

This transformational program represents one of the most significant investments in water infrastructure across the Toowoomba Region and will play a vital role in supporting future growth, water security and community resilience.

Reporting to the Program Director – Enabling Growth Infrastructure Program, this position will provide leadership across several strategically key projects, including the Southern Water Treatment Plant, Mt Peel Reservoir and associated water network infrastructure. The role will also oversee a team of experienced engineering and project professionals responsible for planning, approvals, compliance and project delivery.

The Opportunity

As Lead Project Manager, you will be responsible for leading the planning, procurement and delivery of major capital works projects, ensuring outcomes are achieved safely, efficiently and in accordance with Council’s Project Management Framework and program objectives.

Working closely with senior leaders, contractors, consultants, regulators and stakeholders, you will provide both technical and commercial leadership across a diverse portfolio of infrastructure projects.

Key responsibilities include:

- Leading the delivery of large-scale water infrastructure projects from planning through to completion.
- Managing project scope, budget, schedule, procurement, contracts and risk.
- Providing leadership, mentoring and direction to multidisciplinary project teams.
- Preparing business cases, reports and recommendations to support informed decision-making.




- Building strong relationships with internal and external stakeholders.
- Providing specialist technical, commercial and project management advice.
- Promoting a culture of safety, accountability and continuous improvement.

About You

You are a highly capable project leader with experience delivering significant infrastructure, utilities, water, construction or capital works projects.

You have a strong understanding of project governance, contract management and stakeholder engagement, combined with the ability to lead teams and navigate complex project environments.

To be successful, you will bring:

- Relevant tertiary qualifications in Engineering or a related discipline.
- RPEQ registration, or the ability to obtain registration within an agreed timeframe.
- Demonstrated experience delivering complex infrastructure or capital works projects.
- Strong commercial, contract management and procurement experience.
- Excellent leadership, communication and stakeholder engagement skills.
- A commitment to safety and achieving high-quality outcomes.
