The opportunity

Reporting to the Head of Department, Health, Safety and Security, and working in close operational alignment with the General Manager, the Manager Safety, Security and Emergency Services provides strategic and operational leadership for the health, safety, security, emergency preparedness, medical response and site resilience functions at Pilgangoora Operations. Working in close partnership with operational leaders, employees, contractors and key stakeholders, the role is accountable for translating the PLS Health, Safety and Security Strategy into effective operational practice, strengthening critical risk management, safeguarding people and assets, ensuring compliance with legislative and regulatory obligations, and maintaining capable, well-resourced emergency response and security services. Through visible leadership, sound judgement and a strong field presence, the Manager leads and develops a high-performing team, builds organisational capability, drives assurance and continuous improvement, promotes proactive reporting and learning, and supports the effective verification of critical controls. The role contributes to safe, reliable and sustainable production by ensuring operational readiness, organisational resilience and effective response to emergencies, security risks and business disruptions.

This is a permanent full-time role which operates on a 8:6, 4:3 FIFO roster from Perth or DIDO in the Pilbara region.

Key responsibilities

Safety, Security and Operational Leadership

- Provide leadership and direction for the site Safety, Security and Emergency Services functions, setting clear priorities, accountabilities and service expectations that support safe, reliable and sustainable operations.
- Partner with the Head of Department, General Manager, operational leaders, employees, contractors and key stakeholders to embed effective health, safety, security and emergency management practices into planning, execution and decision-making.
- Maintain a visible and credible field presence, coaching leaders and teams to strengthen safety leadership, critical risk ownership, proactive reporting and workforce engagement.
- Provide practical, risk-based and evidence-informed advice on material health, safety and security risks, regulatory obligations, operational controls and improvement priorities.
- Influence and reinforce a culture of accountability, learning and continuous improvement, ensuring risks,



concerns and opportunities are identified, escalated and effectively addressed.

Critical Risk, Systems and Assurance

- Lead the implementation, governance and continuous improvement of the PLS Safety Management System, Critical Risk Management Framework and associated standards and procedures.
- Ensure material operational risks are systematically identified, assessed, controlled and verified, with clear ownership and effective monitoring of critical controls.
- Establish and maintain a risk-based assurance program, including field leadership activities, inspections, audits, critical control verification and management reviews.
- Analyse incident trends, assurance outcomes, control performance and safety data to identify systemic issues, emerging risks and opportunities to improve operational performance.
- Ensure incident notification, investigation, learning and corrective action processes are completed to a high standard and support prevention of recurrence.
- Provide oversight of operational change, projects, shutdowns and contractor activities to ensure risks are effectively assessed, controlled and managed throughout the work lifecycle.

Emergency Services, Medical Response and Business Resilience

- Lead the site emergency management, medical response, security and business resilience arrangements to ensure preparedness for credible operational, environmental and security-related events.
- Ensure emergency response teams are appropriately structured, trained, equipped, exercised and supported to maintain effective response readiness and capability.
- Provide leadership and incident command support during emergencies and significant events, enabling effective escalation, communication, response, recovery and business continuity.
- Oversee emergency response infrastructure, equipment, vehicles, communications systems and facilities to ensure operational effectiveness, reliability and compliance.
- Maintain effective relationships with external emergency services, medical providers, aviation services, regulators, government agencies and other stakeholders to support integrated response capability.
- Embed learnings from drills, exercises, incidents and events to continually strengthen emergency preparedness, response effectiveness and organisational resilience.

Contractor and Workforce Capability

- Set and maintain clear health, safety, security and emergency management expectations for contractors, ensuring effective governance from selection and mobilisation through to execution and close-out.
- Work with leaders, employees and contractors to build workforce capability in hazard identification, critical risk awareness, consultation, control verification and active risk reduction.
- Ensure inductions, emergency preparedness activities and role-specific training programs remain current, fit for purpose and aligned with operational risk profiles and legislative requirements.
- Promote an environment where all personnel are encouraged and expected to identify hazards, intervene, stop work where required and contribute to safer outcomes.

People Leadership, Performance and Governance

- Lead, develop and support a capable and high-performing Safety, Security and Emergency Services team through explicit expectations, coaching, performance feedback, succession planning and capability development.
- Manage departmental budgets, contracts, resources and service providers to deliver efficient, value-focused and operationally aligned support services.
- Provide timely, accurate and insightful reporting to site and functional leadership on performance, emerging risks, assurance outcomes, trends and improvement priorities.
- Maintain governance systems, records,



reporting processes and management routines that demonstrate compliance, due diligence and effective risk management.
- Collaborate across Health, Safety, Security, Environment, Operations, Projects, People and Culture and other business functions to deliver integrated business outcomes and continuous improvement.

About you

- Tertiary qualification in Work Health and Safety, Occupational Health, Engineering, Emergency Management or a related discipline.
- Current Australian C-class driver licence.
- Relevant statutory, site and role specific competencies required to work at a mining operation.
- Substantial senior health and safety leadership experience in a complex mining, minerals processing or comparable high-hazard operation.
- Demonstrated capability leading operational safety teams and influencing senior leaders, frontline leaders, employees and contractors.
- Strong working knowledge of Western Australian WHS and mining legislation, associated regulations, codes of practice and regulator expectations.
- Proven experience in critical risk management, control verification, assurance, incident investigation and sustainable corrective action.
- Demonstrated emergency preparedness and response leadership, including drills, readiness assurance and incident command support.
- Experience managing contractor safety and integrating safety requirements into mobilisation and operational execution.
- Strong analytical, reporting and systems capability, with the ability to convert data into clear operational priorities.
- Highly developed communication, coaching, negotiation and stakeholder management skills.
