APS6 Senior Change Management Officer - Digital & Data

Location: Canberra, ACT; Sydney, NSW; Brisbane, QLD; Hobart, TAS; or Coffs Harbour, NSW
Contract: Labour-hire contract to June 2027, with possible extension options available for the right candidate, pending budget decisions as always
Pay: $120 to $140 p/h including super (negotiable)
Work type: Full-time
Work arrangement: Hybrid, with specific arrangements agreed with your supervisor on a case-by-case basis
Clearance: Must hold a current Baseline clearance or above

About the Role
This APS6 role supports a major Federal Government digital transformation with an important health and service-delivery focus. You will plan and deliver change activities, assess readiness and stakeholder impacts, and help managers and staff understand what change means for their day-to-day work. You will also coach stakeholders, coordinate change across teams and give leaders clear visibility of progress, risks and issues.

What You'll Be Doing

- Plan, implement and evaluate change activities supporting business transformation
- Help managers and staff understand change and how it affects their roles
- Provide specialist advice on change methodologies, processes and best practice
- Educate and coach staff and stakeholders through transformation
- Apply practical change management principles, tools and techniques
- Assess change readiness and stakeholder impacts
- Research issues and provide recommendations, solutions and advice
- Improve people-centred change capability
- Coordinate change activity across teams and identify cross-overs and risks
- Prepare reports, executive briefs,



corporate documentation and ministerial correspondence

What You Bring (Essential Criteria)

- You've planned and delivered change activities supporting business transformation
- You can apply established change methodologies, processes, tools and techniques
- You've assessed change readiness and stakeholder impacts and recommended practical responses
- You've coached managers, staff or stakeholders through significant change
- You can coordinate change across teams and keep track of dependencies and risks
- You write clear reports, executive briefs and governance material for senior stakeholders
- You're an Australian citizen
- You must hold a current Baseline clearance or above

Nice to Have (Desirable Criteria)

- Solid demonstrated change management experience
- Prosci or similar change management qualifications
- Digital health, interoperability or government ICT experience
- Project governance, reporting and assurance experience
