Job Description
The Cyber Security, Cloud andNetworks Branch (CRB) within major federal client's Information Management and TechnologyDivision (IMD), is seeking a Technical Lead to support a program of workfocused on the assessment, enhancement and maturation of the Department's cryptographicservices capability, including Public Key Infrastructure (PKI), HardwareSecurity Modules (HSMs) and related trust services.
The role will contribute tocapability assessment, architecture development, documentation uplift,operational process improvement, transition planning and future-state servicedesign. Working across business, project, engineering and operational teams, thesuccessful candidate will provide technical leadership to identify capabilitygaps, develop practical and sustainable solutions, and improve the maturity andlong-term sustainability of the Department's cryptographic services capability.
In addition to technicalarchitecture responsibilities, the role will support the development andenhancement of PKI governance frameworks, certificate management policies,operational procedures, security controls and risk management processes. Thesuccessful candidate will work collaboratively with business analysts, projectresources and operational teams to establish sustainable governance, proceduraland assurance practices that support the secure operation of cryptographicservices.
Given the specialised natureof the domain, client is seeking candidates with strong experience incryptographic services, PKI governance, security architecture, infrastructuresecurity, risk management or related technical leadership disciplines.Candidates should demonstrate the ability tobalance technical solution design with the development of governance,
policyand procedural controls required to operate cryptographic services within aregulated and security-sensitive environment.

Key duties andresponsibilities
1. The Department is seeking aTechnical Lead to provide architectural leadership for the delivery, governanceand ongoing evolution of enterprise cryptographic services, including PublicKey Infrastructure (PKI), Hardware Security Modules (HSMs), certificatemanagement, key management and related security capabilities. The role will beresponsible for supporting both the technical and governance aspects ofcryptographic capability uplift across the Department.
2. The role will work acrossbusiness, architecture, engineering and operational teams to assess currentcapabilities, identify improvement opportunities, develop future-statearchitectures, establish governance frameworks and support delivery outcomes.The successful candidate will provide technical leadership across multipleinitiatives, balancing strategic planning, security risk management, policydevelopment with practical implementation activities within a complex andhighly regulated environment.
3. In addition to technicalarchitecture responsibilities, the role will support the development andmaintenance of governance artefacts including standards, policies, procedures,operating models and assurance processes required for the effective managementof cryptographic services. This includes working collaboratively with businessanalysts, project resources and operational teams to define sustainableprocesses, controls and service management practices that underpin the secureoperation of PKI and related trust services.

applications are encouragedfrom candidates with robust experience in cryptographic services, PKIgovernance, security architecture, infrastructure architecture, cryptography orrelated technical leadership disciplines. Candidates should be able todemonstrate experience balancing technical solution design with governance,policy and procedural requirements in security-sensitive or regulatedenvironments.
Key responsibilities andduties:
- Provide technicalleadership for the design, delivery and ongoing operation of enterprise PKI,HSM and cryptographic services.
- Lead the developmentand maintenance of cryptographic governance artefacts, including policies,standards, procedures, operating models and security risk management processesto support the secure operation of PKI and related trust services.
- Define, govern andmaintain target cryptographic architectures, including trust models, keymanagement approaches, availability requirements and security standards.
- Assess currentcapabilities and conduct gap analysis activities to support roadmapdevelopment, business cases and future-state planning.
- Act as a seniortechnical authority for cryptographic and security architecture decisions,engaging with stakeholders across business, project and operational teams.
- Lead solutionarchitecture and detailed technical design activities, ensuring secureimplementation, deployment and operational practices.
- Identify and managecryptographic risks, platform dependencies and operational resiliencerequirements.
- Support engineeringteams through design, build, testing, release and transition-to-operationsactivities.
- Produce and maintainarchitectural artefacts, technical designs, operational documentation andimplementation guidance.
- Support the ongoingoperation and improvement of cryptographic services, including upgrades,maintenance, testing and issue resolution.
- Ensure services alignwith organisational security policies, government standards and industry bestpractice.
- Provide technicalmentoring, knowledge transfer and capability uplift across engineering andoperational teams.
