The National Disability Insurance Agency (NDIA) is seeking an exceptional senior executive to join the Partners and Providers Group as General Manager, Home and Community Supports (SES Band 2) .

This is a rare opportunity to lead a strategically significant portfolio within the NDIS, influencing the design, stewardship and future sustainability of provider markets that support hundreds of thousands of Australians with disability.

Reporting to the Deputy CEO, Partners and Providers, you will lead a national workforce of approximately 80 staff and play a central role in shaping the future of the Home and Community Supports and Plan Management markets. These markets represent a substantial proportion of Scheme expenditure and are critical to ensuring participants can access quality supports that improve their independence, wellbeing and participation.

To support reforms that strengthen scheme sustainability, the Australian Government has identified the need for stronger market stewardship, strategic design, assurance and governance across key provider markets. This role sits at the forefront of that reform agenda.

About the Role

Operating at the intersection of policy, strategy, commerciality, regulation and market reform, the General Manager will lead major initiatives across the Home and Community Supports and Plan Management markets, while providing enterprise leadership for significant reform programs that support the integrity and long-term sustainability of the Scheme.

Key responsibilities include:

- Providing strategic leadership for the Home and Community Supports Division and its national workforce.




- Leading significant market reform initiatives across the Home and Community Supports and Plan Management markets.
- Establishing and maintaining effective governance, assurance and delivery frameworks across complex programs and projects.
- Providing strategic advice to the Executive Leadership Team, the NDIA Board and the Department of Health, Disability and Ageing.
- Working collaboratively across policy, service design, operational and corporate functions to resolve complex implementation challenges.
- Driving delivery excellence while ensuring reforms remain aligned to policy intent and participant outcomes.
- Building trusted relationships with a broad range of internal and external stakeholders.

What We Are Looking For

The NDIA is seeking a strategic and outcomes-focused executive who can successfully operate in one of Australia's most complex public policy and service delivery environments.

The successful candidate will bring:

- Demonstrated experience leading major reform, market stewardship or transformation initiatives in complex government or regulated environments, informed by robust insight into market dynamics.
- Strong strategic, commercial and policy capability, with the ability to navigate complexity and ambiguity.
- Significant experience overseeing governance, implementation and delivery assurance functions.
- Exceptional stakeholder engagement, influencing and relationship-building capability.
- Strong leadership credentials, including leading large,



geographically dispersed teams through significant change.
- Excellent judgement, resilience and the ability to balance strategic thinking with disciplined execution.
- A commitment to respectful leadership and improving outcomes for people with disability.
- Experience within government related consulting, social policy, service delivery, regulation, commissioning, and procurement will be highly regarded, particularly where candidates have worked in complex human services or market-based environments.

The NDIA is an independent statutory agency responsible for implementing the National Disability Insurance Scheme (NDIS), one of Australia's most significant social reforms.

The Agency supports more than 750,000 Australians with disability and is currently leading substantial reforms designed to improve participant outcomes while ensuring the long-term sustainability of the Scheme.

The Partners and Providers Group is responsible for shaping, stewarding and reforming key NDIS markets, ensuring they deliver high-quality outcomes for participants while maintaining integrity, sustainability and public confidence.

What You Should Know

- To be eligible for employment with the NDIA, you must be an Australian citizen. Successful candidates will be required to undertake pre-employment screening, including a criminal history check and the ability to obtain and maintain an Australian Government security clearance at the Negative Vetting 1 (NV1) level.
