QBuild is a commercialised business unit of the Queensland Government. About the role

Lead a senior leadership role driving the strategic delivery of the Build to Enable (B2E) Program, a major digital transformation replacing the legacy Ellipse system, building future-ready platforms and unlocking value for staff, customers and contractors. You will lead enterprise-wide change, shape strategy and drive operational excellence and innovation while advancing the Government's long-term reform agenda. This is a high-impact opportunity to influence decisions at the highest levels, steer a complex, high-profile portfolio and leave a legacy delivering better outcomes for Queensland communities.

Duties and skills involve:

- Leading the Build to Enable Program, ensuring alignment with departmental and Queensland Government digital and data policy, standards and roadmaps, navigating complex dependencies and influencing senior stakeholders.
- Overseeing the planning, prioritisation, resource allocation, budget, and delivery of the Build to Enable Program and associated projects.
- Building and managing a Project Management Office (PMO) and the Build to Enable Program specialist workforce, with consistent processes, standards, and governance.
- Harnessing best practices and fit-for-purpose program and project methodology, governance and assurance mechanisms to deliver the Build to Enable Program.
- Providing expert advice to executive and senior leaders and stakeholders on business and workforce capability related trends, risks and opportunities that are supported by a transparent rationale, using analysis, experience and judgment.




- Ensuring enterprise architecture decisions support strategic business outcomes and enable interoperability, scalability, and sustainability, providing strategic oversight of the Solutions Architect's designleadership.
- Directing vendors and system integrators to deliver on scope, quality, and timelines
- Enabling QBuild to realise benefits of the Build to Enable Program, ensuring business readiness and change management strategies are effective.
- Championing adoption by building strong stakeholder relationships, including with external customers, and partnering with change, communication and business teams.
- Developing and monitoring performance metrics and reporting mechanisms to track program and project success and provide strategic insights to senior leadership.
- Driving continuous improvement and innovation within the Build to Enable Program.
- Ensuring compliance with relevant legislation, policies, and standards, including public sector employment principles and practices.
- Promoting a positive workplace culture through initiatives that support wellbeing, engagement, and professional development.

The Department of Housing and Public Works delivers a range of housing, building and procurement services.

We work to ensure that our most in need Queenslanders have access to housing and homelessness assistance. This assistance is provided through government-owned and managed social housing, and grant funding to registered providers. We also help thousands of low income earners to enter and remain in the private rental market.

Another key focus for the department is to provide policy, advice and delivery of services to government agencies in the areas of construction, asset and facilities management, procurement and fleet management.

The department consists of five major areas: Housing and Homelessness Services, Public Works and Asset Management, Building Industry and Policy, Queensland Government Procurement and Corporate Services.
