About the opportunity
Cardinia Shire Council isseekingan accomplished and contemporary leader to join our Senior Leadership Team as Manager AssetsandCapital Delivery.
This is a rare opportunity to lead a significant infrastructure portfolio encompassing asset management, capital delivery, infrastructure renewaland strategic investment planning at a time ofpivotalorganisational growth and transformation.
You will lead a multidisciplinary team responsible for the stewardship and delivery of critical community infrastructure, influencing how Council plans, manages and invests in assets that support current and future generations.
With Council undertaking one of its most significant technology transformation programs, you will play a pivotal leadership role in transitioning from legacy asset systems to a modern integrated ERP environment. This is a unique chance to shape the future of asset information, governance, businessprocessesand organisational capability.
You will oversee the delivery of an annual capital works and infrastructure renewal program valued at approximately$60million, including roads, bridges, buildings, recreation facilities,drainageand community infrastructure. Current priorities include asset system transformation, infrastructure renewal initiatives, strategic facility projects and the ongoing enhancement of Council's long-term asset planning and investment frameworks.
Reporting to the Director Infrastructure and Environment, you will provide strategic leadership across a diverse portfolio while balancing community priorities, risk, financialsustainabilityand service outcomes.
How you will make an impact
Strategic Leadership & Infrastructure Planning
- Provide strategic leadership across asset management, capital deliveryand infrastructure renewal functions.
- Shape long term infrastructure investment strategies that integrate asset performance, lifecycle planning, service requirements, risk,growthand financial sustainability.
- Drive evidence-based decision making that supports sustainable community outcomes and service delivery.
Capital Delivery & Operational Excellence
- Lead the successful delivery of Council's capital works, infrastructurerenewaland facility project programs.
- Ensure resources, priorities and performance are aligned to deliver high-quality outcomes safely,efficientlyand effectively.
- Oversee significant operational and capital budgets, balancing investment needs, affordability, riskand community expectations.
- Lead organisational and technology change initiatives, including the transition to an integrated ERP and modern asset management workplace.
- Drive continuous improvement across systems, governance frameworks, business processesand service delivery.
- Leverage data, technologyand insights to improve organisational performance and future capability.
- Foster a culture of safety, accountability, continuous improvementand high performance.
- Lead, coachand develop a multidisciplinary team, creating an environment where people can succeed and grow.
- Communicate a compelling vision and bring people on the journey through periods of change and transformation.
Stakeholder & Executive Influence
- Provide trusted, evidence-based advice to executives,Councillorsand senior leaders.
- Represent Council in complex stakeholder environments and build productive relationships across government, industry,communityand delivery partners.
- Navigate competing priorities and political environments whilemaintaininga focus on organisationalobjectivesand community outcomes.

You will bring:
- Demonstrated leadership experience withinalocal governmentcontextand a strong understanding of the governance, political and community environment.
- Proven experience leading and developing high-performing teams within complex operational and strategic environments.
- Experience across asset management, capital delivery, infrastructure, contract management,operationsor a comparable portfolio.
- Strong commercial and financial acumen, includingdemonstratedresponsibility for significant budgets, investmentplanningand financial stewardship.
- Experience leading organisational, cultural or technology transformation programs.
- Strong stakeholder engagement and influencing capability across executive, Councillor, community,governmentand industry environments.
- Highly developed strategic thinking and analytical skills, with the ability to challenge existing practices and deliver innovative solutions.
- The judgement, resilience and political awarenessrequiredtooperateeffectively within a complex public sector environment.
- A demonstrated commitment to safety, inclusion,
wellbeing and creating positive workplace cultures.
- Experience with ERP implementation, enterprise systems, asset informationmanagementor significant technology transformation will be highly regarded.
