About the Role

Western Energy Group is seeking an experienced and commercially minded Senior Electrical Estimator to join our Perth team in a broader Pre-Contracts & Business Development role.

This position goes beyond traditional estimating.

We are looking for someone who can engage with clients from the early stages of an opportunity, understand their requirements, assist in developing the right solution and take ownership of the commercial process through scoping, estimating, quotation, tender submission, negotiation, award and project handover.

Working directly with WEG management and our operational teams, you will play an important role in securing current work, strengthening existing client relationships and developing our pipeline across Western Australia's mining, resources and industrial sectors.

The role will cover everything from smaller client quotations and brownfield upgrades through to larger mining, NPI and Design & Construct project opportunities.

You will be encouraged to get out from behind the desk, engage with clients, attend site visits, identify upcoming opportunities and help position Western Energy Group to secure the right work.

Key Responsibilities

Estimating & Tendering

- Take ownership of the full estimating and tender lifecycle from initial client enquiry through to completed tender or quotation submission.

- Review incoming enquiries and tender packages to understand scope, deliverables, programme, commercial requirements and submission requirements.

- Coordinate the tender process, including document review, scope clarification, RFIs, site inspections and internal input required to develop the offer.

- Prepare detailed estimates, budgets and quotations for electrical, communications and associated multidiscipline works.

- Review scopes of work, drawings, specifications, schedules, client standards and tender documentation.

- Complete material take-offs, labour build-ups, equipment allowances, preliminaries and project indirect costs.

- Develop labour forecasts, crew compositions, rosters and manning schedules appropriate to the proposed construction methodology.

- Allow for mobilisation, travel, accommodation, remote working conditions, supervision and project productivity requirements.

- Prepare and issue supplier and subcontractor RFQs and evaluate returned pricing for completeness, compliance and commercial competitiveness.

- Identify scope gaps, exclusions, clarifications, qualifications, assumptions and commercial risks.

- Assist in developing construction methodologies, execution strategies and project delivery assumptions.

- Compile the complete tender submission package, including pricing schedules, methodologies, manning schedules, programmes, clarifications, exclusions, qualifications and supporting documentation required by the client.

- Coordinate internal tender reviews with management and operations prior to submission.

- Ensure all tender requirements and client returnable schedules are completed and submitted accurately and on time.

- Submit tenders and quotations through the required client portals, email systems or procurement platforms where applicable.

- Manage post-submission clarifications, pricing revisions,



negotiations and final offer submissions where required.

- Maintain accurate records of all estimates, tender documentation, correspondence and submitted pricing.

- Following award, complete a detailed commercial and operational handover to the project delivery team.

Client Engagement & Business Development

- Develop and maintain strong relationships with existing and prospective clients.

- Understand client requirements, upcoming projects and potential opportunities.

- Attend client meetings, site visits, tender briefings and project discussions.

- Work with clients to clarify scopes and develop practical project solutions.

- Follow up submitted quotations and tenders.

- Assist management with commercial negotiations and securing work.

- Identify additional services or project opportunities where WEG can support its clients.

- Maintain visibility of upcoming tenders, quotations and potential project opportunities.

- Help develop long-term relationships rather than simply responding to individual enquiries.

Pre-Contracts & Internal Coordination

- Coordinate opportunities between clients, estimating, supervisors, project management and operations.

- Ensure opportunities are properly understood before pricing commences.

- Work with delivery personnel to validate labour, methodology and execution assumptions.

- Maintain estimating records, historical pricing and cost information.

- Assist in developing and improving WEG's estimating, quotation and tendering systems.

- Support management with pipeline forecasting and tender prioritisation.

- Ensure awarded projects are handed over clearly and accurately to the delivery team.

About You

We are looking for someone who understands that winning good work requires more than producing a competitive number.

You should be comfortable dealing directly with clients while also having the technical and commercial knowledge required to develop an accurate and deliverable estimate.

Ideally, you will have:

- 5+ years' experience in electrical estimating, pre-contracts or a similar commercial/project role.

- Previous experience with an electrical contractor within mining, resources, heavy industrial or infrastructure sectors.

- Strong understanding of electrical construction methodologies and site execution.

- Experience reviewing drawings, specifications and scopes of work.

- Strong labour estimating and material take-off capability.

- Understanding of remote construction productivity and associated project costs.

- Strong commercial awareness.

- Ability to identify scope gaps, risk and commercial exposure.

- Confidence communicating with clients, suppliers and subcontractors.

- Strong relationship-building skills.

- Ability to manage multiple opportunities and competing deadlines.

- High level of Microsoft Excel and general computer literacy.

- Strong written communication and proposal preparation skills.

- A proactive and solutions-focused approach.





- Willingness to take ownership of opportunities from initial enquiry through to outcome.

Experience with Design & Construct projects, communications, HVAC interfaces, NPI or broader multidiscipline packages will be highly regarded.

Qualifications

An electrical trade qualification with significant construction experience is preferred.

However, candidates with strong electrical estimating, engineering, project delivery or pre-contracts experience will also be considered.

A current Australian C Class Driver's Licence is required.
