Titles Queensland manages the land and water titles registries for Queensland and are the trusted experts in maintaining the reliability and integrity of one of our state’s most significant registers of information, protecting people’s most valuable assets.

With over 750,000 lodgements and 2.7 million searches of land and water titles registry dealings each year, our services are fundamental to the investment in Queensland and safeguarding records for property owners and interest holders across our past, present and future.

In June 2021, the Queensland Government announced the titles registry services would transfer to the Queensland Future Fund, enabled by the Queensland Future Fund (Titles Registry) Act 2021. The corporate entity of Titles Queensland was established at this time and continues to offer the same products and services to our many customers and stakeholders maintaining a firm commitment to service excellence and accuracy.

The Regulation and Compliance Officer within Titles Queensland will be primarily responsible for undertaking Titles Queensland’s electronic Conveyancing (eConveyancing) compliance and enforcement matters. This role will provide guidance and support in the assessment of compliance by Electronic Lodgment Network Operators (ELNOs) and subscribers (lawyers, financial institutions) with the regulatory framework for national eConveyancing.

This role is responsible for undertaking compliance and enforcement activities and assisting with the development of policies and procedures needed to support this function. As a member of a diverse, culturally aware and inclusive team, where available, this role will also undertake a diverse range of other tasks and play a role in supporting Titles Queensland in fulfilling its agency and legislative roles in the ongoing development of the Titles Queensland eConveyancing compliance and enforcement program.





The Regulation and Compliance Officer will use existing skills and experience to support the coordination of eConveyancing regulatory compliance and enforcement matters to help deliver a more effective and transparent regime.

Key Accountabilities

- Carrying out and supporting compliance and enforcement matters within the Regulation team, including assisting with the management of priorities and tasks and application of compliance processes to help to deliver an efficient and effective regulatory regime.
- Provide assistance in investigations, and the resolution and enforcement of compliance matters for Titles Queensland, including facilitating escalation of matters to the Manager, Regulatory Operations and Compliance when necessary.
- Assisting with the development of good practice policies, procedures and guidelines to support the compliance and enforcement functions within the Regulation Team, including the use of tools and controls to ensure the matters are tracked and actioned appropriately.
- Use existing knowledge of compliance frameworks and procedures to assist with identifying eConveyancing issues that arise, engaging with other members of the Regulation Team and members of other jurisdictions to help solve problems and assist to develop and apply policies to particular matters that arise.
- Contributing to the preparation and review of rules, policies, procedures, guidance materials, correspondence and other documents relevant to the eConveyancing regulatory framework.
- Monitoring and contributing to the Key Performance Indicators (KPIs) of the team.
- Engaging with stakeholders on the operation of the legislative framework, rules, requirements and processes under the legal and regulatory eConveyancing framework.
- Supporting the Regulation Team in its management of various regulatory and compliance matters by contributing to processes and systems that help ensure those matters are progressed in a timely way to provide an efficient and reliable regulatory framework.

Qualification requirements:

- Relevant Certifications in Compliance and/or Risk Management and/or Government Investigations, or equivalent.

What we are looking for:

Essential

- Technical expertise – demonstrated good working knowledge of compliance frameworks and enforcement procedures and practices.
- Minimum three (3) years’ experience in a compliance and/or enforcement area, with capabilities in compliance monitoring and investigations or assessments, including enforcement activities. Ideally this experience would be within Government, a Regulator or Regulatory Authority or a heavily regulated entity.
- Policy and Governance – complies with and supports others to comply with legal, policy and regulatory guidelines and procedures to work practices.
- Solutions focused – makes recommendations based on analysis and consideration of options. Commits to achieving good outcomes and sees tasks through to completion.
- Teamwork and Collaboration – works cooperatively within a team and is able to integrate work across multi-functions effectively.
- Communication – positive communication skills.
- Leadership – provides support to the Team and to other stakeholders as needed.

Preferred

- Experience in interpreting legislation, policies and/or procedures or experience undertaking auditing for compliance with regulatory requirements.
- Experience in preparing regulatory reports, correspondence, and compliance and regulatory advices.
