Queensland South Native Title Services (QSNTS) is a Native Title Service Provider funded by the Australian Government to assist Traditional Owners in pursuing and exercising their native title rights and interests through the provision of statutory services under the Native Title Act 1993 (Cth).

About the role

The Development and Engagement Coordinator is responsible for leading the delivery of high-quality, culturally responsive and client-led development and engagement services.

Reporting to the Chief Operations Officer, you will lead the Development Officers and First Nations Engagement Advisors. You will ensure the team delivers integrated services that build the governance, organisational capability and readiness of native title claim groups and applicants during the pre-determination phase. You will also support Prescribed Bodies Corporate and Native Title Holders to strengthen their governance, cultural authority, organisational maturity and economic development following determination.

A key focus of the role is providing operational oversight of the QSNTS Prescribed Body Corporate Capability Development Program, People, Place and Partnership (PPP). You will lead the planning, implementation, monitoring, evaluation and continuous improvement of the program to ensure it achieves its intended outcomes.

Based in Brisbane, this is a full-time, fixed-term position. Regular travel throughout Queensland, interstate travel and weekend work are required.

Key responsibilities

In this role, you will:

- Lead, supervise and develop Development Officers and First Nations Engagement Advisors, establishing clear expectations and supporting professional growth.

- Allocate work, manage team capacity and monitor service standards, performance and client outcomes.

- Lead the delivery of integrated, culturally informed and client-led services in collaboration with legal, anthropological and corporate teams.

- Oversee the planning, delivery, evaluation and continuous improvement of the People, Place and Partnership Program.

- Ensure governance workshops and capability development initiatives are delivered consistently and support the growth of participating Prescribed Bodies Corporate.

- Champion services that place Traditional Owner priorities, culture, self-determination and cultural governance at the centre of delivery.

- Build strong relationships with Traditional Owners, communities and Prescribed Bodies Corporate.

- Manage operational budgets, resources, risks, reporting and information management requirements.

About you

To succeed in this role, you will have:

- Tertiary qualifications in Business, Governance, Indigenous Studies, Community Development or a related discipline.

- Demonstrated experience working with Aboriginal and Torres Strait Islander organisations,



communities or governance structures.

- Knowledge or understanding of the Native Title Act 1993 (Cth), the Corporations (Aboriginal and Torres Strait Islander) Act 2006 (Cth) and Prescribed Body Corporate operating environments.

- An understanding of native title, Prescribed Bodies Corporate and issues affecting First Nations peoples.

- Strong leadership, coaching and people management capabilities.

- Excellent communication, negotiation, stakeholder engagement and report-writing skills.

- Demonstrated project, financial and resource management capabilities.

- The ability to manage competing priorities, address performance matters and work collaboratively across disciplines.

- A commitment to QSNTS’ values and culturally informed service delivery.

- A current open driver’s licence and availability for regular travel and weekend work.
