About the role

Reporting to the Chief Executive Officer, the Executive Director Strategy, Capability and Circular Economy leads EPA's strategy, policy, planning, intelligence, regulatory capability and circular economy functions, shaping organisational direction and translating strategic priorities into delivery. The role drives Victoria's circular economy and product stewardship agenda, including oversight of the Container Deposit Scheme and emerging reforms, while strengthening regulatory intelligence, analytics and capability uplift across the organisation. A key focus is leading a newly integrated division, building a high-performance culture, driving accountability and ensuring operational insights inform policy,



regulatory practice and organisational outcomes.

About you

You are a senior executive with a demonstrated record leading strategy, policy or regulatory functions in complex, quick-moving, public sector-oriented environments. You are comfortable making clear decisions with incomplete information and holding a line under pressure you seek consensus or can set direction as fits the circumstance. Your ability to lead through ambiguity, reset underperforming teams and drive accountability is as important as your strategic credentials.

You bring genuine policy literacy across areas such as circular economy, product stewardship or regulatory reform, and the political acumen to advance an agenda through government processes at pace. You are not intimidated by breadth and move across strategy, intelligence, capability and circular economy without losing clarity of focus. Your pace and decisiveness underpin a commitment to excellence and are central to success in a regulatory environment.
