Hays is excited to be working with a leading State Government organisation that is seeking an experienced Program Manager - SCADA Transformation to lead a complex, multi-year operational transformation program.

About the role

This pivotal leadership role is responsible for driving the successful delivery of a major SCADA modernisation initiative, overseeing engineering services, managing significant organisational change, and ensuring the successful transition to a future-state SCADA platform.

This is an outstanding opportunity for a highly capable program leader with a strong background in industrial control systems, large-scale infrastructure projects, stakeholder engagement, and transformational change.

Key Responsibilities

- Lead the successful delivery of a multi-year SCADA transformation program from initiation through to implementation and perks realisation.
- Drive the transition of operational business units to a new SCADA platform and associated ways of working.
- Provide strategic leadership and oversight of SCADA Engineering services across the organisation.
- Act as the primary interface for capital projects, maintenance activities, and continuous improvement initiatives requiring SCADA engineering support.
- Manage program scope, priorities, sequencing, resources and delivery schedules to maximise organisational value.
- Lead and motivate multidisciplinary teams, fostering a culture of collaboration, accountability and high performance.
- Manage complex internal and external stakeholder relationships, including contractors, project teams and senior executives.
- Ensure the safe,



efficient and compliant delivery of engineering and construction activities.
- Identify, mitigate and report on program risks, issues and dependencies.
- Monitor and report on program performance through established governance frameworks, KPIs and reporting mechanisms.

Key Selection Criteria
- Tertiary qualification in Engineering.
- Demonstrated success delivering large-scale SCADA, Industrial Control Systems (ICS), Operational Technology (OT) or infrastructure transformation programs.
- Extensive experience leading significant business change and organisational transformation initiatives.
- Experience delivering SCADA, OT or critical infrastructure projects within the utilities, water, energy, transport or government sectors.
- Experience working within regulated, safety-critical operating environments.
- Ability to build strong partnerships across technical, operational and executive stakeholder groups.
- Proven ability to develop, communicate and implement Industrial Control System strategies across diverse stakeholder groups.
- Strong program and project management expertise across the full project lifecycle, including planning, execution, governance and closure.
- Experience managing multidisciplinary teams, contractors and complex project environments.
- Demonstrated capability in stakeholder engagement, negotiation, communication and influencing at senior levels.
- Experience managing budgets, resources and delivery outcomes within large and complex organisations.
- Demonstrated leadership capability with a focus on developing high-performing teams and driving cultural change.
