The Passenger Rollingstock and Signalling Branch is delivering and managing rollingstock and signalling projects to meet the growing demand for rail services in south-east Queensland. As part of the branch, you will work on a variety of projects dedicated to demonstrating the government’s commitment to expanding its rail footprint to meet south-east Queensland's continued growth.
The Executive Director (Commercial and Operations) provides strategic leadership to deliver Government priorities and high-quality client service through the Commercial and Operations team. The role holds end-to-end accountability for major contracts, including the NGR Project Deed and Gold Coast Light Rail (GCLR) and supports the delivery and integration of key infrastructure programs.

The position ensures operational performance, asset management, and compliance within a Public Private Partnership framework to enable safe, reliable, and sustainable transport outcomes. As a member of the Senior Executive Team, the role drives service improvements, leads operational readiness for expanding services, manages contractual obligations, and collaborates with stakeholders to deliver integrated transport outcomes aligned to economic and community objectives.
Some of your responsibilities will include:
- Lead and manage the Commercial and Operations team to deliver Government priorities, including the successful commercial and operational integration of major initiatives. Set clear objectives, foster collaboration, and ensure accountability across all functions.
- Hold end-to-end responsibility for major contracts, including the NGR and GCLR Project Deeds, ensuring compliance with contractual obligations, monitoring performance against KPIs, and managing dispute resolution within a Public Private Partnership framework.
- Oversee the Commercial and Operations budget, including the $4.4 billion NGR project, while supporting financial governance for interrelated programs. Prepare CBRC briefings and funding submissions, manage procurement and contract variations, and ensure strong cost control and value for money outcomes.
- Lead operational planning and readiness activities, including asset management, maintenance programs, and service integration to support the introduction and expansion of services and enabling infrastructure upgrades. Address residual construction, commissioning, and modification issues to ensure safe and reliable service delivery.
- Monitor and analyse service delivery performance across major programs to identify risks, gaps, and improvement opportunities. Drive initiatives that enhance operational efficiency and manage performance-linked payment mechanisms.
- Build and maintain strong stakeholder partnerships with internal teams, Queensland Rail, PPP partners, delivery partners, external agencies, and community stakeholders to support coordinated delivery and timely issue resolution.
- Represent the division in state-wide and whole-of-government forums, providing leadership and expert input on commercial, operational, and service integration matters relating to both existing rail services.
- Provide expert commercial advice on complex contractual, operational, and procurement matters, including recent negotiations associated with major infrastructure programs. Influence strategic outcomes through participation in senior working groups, advisory bodies, and governance forums.
- Drive organisational capability and knowledge management, leveraging lessons learned from PPP delivery and major expansion programs to strengthen broader service contract frameworks and operational models. Model ethical behaviour and continuous improvement.
- As directed, fulfil State Representative obligations under various contracting frameworks, ensuring compliance with legal, financial, WHS, and risk management requirements.
