Occupation Coordinator

About the role

The Projects Group is responsible for developing, delivering and assuring project-related changes and improvements across the regional rail network.

The Group coordinates, integrates and delivers major projects and network change in a safe, collaborative and innovative manner, enabling V/Line to shape the improvement and modernisation of V/Line’s regional transport service.

The primary objective of the Occupation Coordinator role is to carry out effective planning, coordination, management and execution of internal and external project closures.

As well as performing duties specified in this position description an employee may be required to undertake other duties or functions consistent with their classification, capabilities, and skills.

Position Accountabilities:

- Coordinate and lead the successful delivery of all assigned occupations for closures, ensuring compliance of all required documentation, of all stakeholder’s expectations, and of all V/Line procedures.

- Direct all internal and external stakeholders in each stage gate to facilitate a mutually successful delivery of all occupations.

- Co-ordinate all internal and external work groups, facilitating regular planning and interface meetings, negotiating access and integration with differing work groups.

- Optimise the return of assets to safe operation, including but not limited to carrying out a risk assessment that includes all relevant stakeholders for each occupation in order to develop a plan for return to service.

- Have the ability to make timely decisions based on previous occupation experience, including but not limited to ensuring a successful return of extended occupations to service and being able to anticipate, recognise and solve potential problems throughout the life cycle of the planning & delivery of the occupation.

- Attend the region and work sites prior to and during the occupations,



ensuring daily occupation reports are written and provided to key stakeholders each day, ensuring there is an open communication channel with all stakeholders at all times.

- Manage continuity of resource allocation across all occupations. As requested, to fulfil rostering requirements, be available to work regular weekends and occasional night shifts.

- Engage with contractors required to support activities in delivery and return of each occupation. Seeking quotes, evaluating quotes, providing purchase orders in a timely manner prior to the occupation and seeking invoices in a timely manner post occupation.

- Maximise works planned in occupations by successfully co-ordinating work groups to achieve optimum results and interface with others.

- Conduct sessions and track lessons learned from each closure, using an end-to-end tool that allows for Occupation Coordinators and other internal stakeholders to collate and review past lessons and track lesson actions through to close out. Where applicable, sharing current and past lessons with external stakeholders.

- Anticipate, recognise and solve potential problems that occur during occupations

About you

Your role as the Occupation Coordinator will coordinate & lead the entire delivery of all occupations for closures, including but not limited to planning, directing, coordinating, and leading multiple stakeholders & cross functional/inter-departmental resources to ensure every occupation can be successfully delivered safely and on time.

Selection Criteria:

KNOWLEDGE, SKILLS, EXPERIENCE and PERSONAL ATTRIBUTES

- Previous role in management, planning and scheduling or qualifications and / or relevant experience. (Essential)

- High degree of competency with MS Office, Word, Excel

- Rail experience in frontline or operational rail roles or scheduling experience. (Essential)

- A thorough understanding of the Victorian Rail Network including knowledge of rail operating systems, safe working systems and train control. (Essential)

- A thorough Understanding of V/Line Network and information for adjacent ARO’s

- Proven ability to work in an ambiguous environment and collaborate across multiple areas to achieve a common business objective

- Strong stakeholder engagement and communication skills.





- Ability to establish qualified networks and relationships; share ideas and learnings; leverage intelligence; and collaborate on common responses to emerging issues.

- Ability to lead end-to-end delivery of project closures and occupations, ensuring compliance with safety and operational standards. (Essential)

- Ability to provide advice to influence decisions, support initiatives to achieve alignment with the organisation’s strategic direction and liaison with RPV, LXRP, Victrack, Major Transport

- Infrastructure Authority (MTIA), Department of Transport (DoT), Councils and/or Ministers Office and regulatory bodies

- Knowledge of conducting risk assessments and implementing safety protocols during occupation (Essential)

- Work collaboratively, exchange information, and assist other internal and external stakeholders to achieve team objectives and outcomes (Essential)
