Band 8 - Salary Range $127,546 to $142,788 per annum + 12% Super + ADO

The Opportunity
Following the successful delivery of the Technology Change Program (TCP) Phase One, Melton City Council is entering an exciting next chapter of transformation.
TCP Phase 2 is a key part of Council's broader Transformation Program focused on modernising and optimising our technology environment, improving operational efficiency and delivering better, more responsive services to our community and stakeholders.
Reporting to the Senior Organisational Change Manager,



the Training Lead will be responsible lead the strategic development and delivery of learning and capability initiatives that enable successful organisational and technology change across the Technology Change Program (TCP), building workforce capability, accelerating adoption of current ways of working, and delivering measurable business outcomes.
You'll also be expected to partner with change management, communications, business readiness, and operational leaders to embed learning initiatives within broader organisational change and adoption strategies.

We're looking for an individual who is passionate about delivering appropriate learning solutions and has expertise in training design, development, and delivery. You thrive in a collaborative team environment, build strong working relationships with internal stakeholders and project teams, and enjoy contributing to technology change initiatives that improve business efficiency, strengthen service delivery, and drive continuous improvement.
Key Responsibilities
Demonstrated leadership in developing and delivering strategic learning and capability initiatives aligned with organisational priorities and transformational change.
Proven ability to build trusted relationships, influence senior stakeholders, and drive collaboration to achieve learning and organisational change outcomes.
Experience leading the governance and delivery of complex training programs, including managing teams, budgets, resources, and external providers.
Strong knowledge of adult learning, learning technologies, and blended learning approaches, using data and insights to improve capability, engagement,



and adoption.
About You
To be successful in this role you will have the following:
Bachelor's degree in education, Learning & Development, Business, Human Resources, or related field with relevant experience.
Formal qualification or certification in in project or program management (e.g., PRINCE2, PMI) or change management (e.g., Prosci, ACMP).
Demonstrated experience in designing, developing, and delivering training programs in complex programs or technology implementations.
Experience with TechnologyOne OneCouncil or other enterprise resource planning (ERP) or local government business systems (desirable).
