About the Role:

We're seeking an experienced Workforce & Social Inclusion Manager to lead the function through delivery of Sydney projects. You will own the workforce development, skills and industry participation agenda end to end — building the strategy, delivering against it, and reporting performance.

Key Responsibilities:

• Develop and deliver the project’s Workforce Development, Skills and Industry Participation plans, aligned to the NSW Infrastructure Skills Legacy Program (ISLP)

• Drive performance against contractual targets covering apprentices and trainees, learning workers, women in trades and non-traditional roles

• Lead Aboriginal participation strategy under the NSW Aboriginal Participation in Construction (APIC) policy, including employment pathways and Aboriginal business spend

• Deliver local industry and SME engagement — supply chain briefings, ICN Gateway activity and capability support for local and diverse suppliers

• Partner with procurement and commercial teams to embed participation requirements into subcontract packages,



and support subcontractors to meet them

• Build and manage relationships with TAFE NSW, RTOs, employment service providers and community organisations

• Establish reporting and verification systems, and deliver accurate monthly reporting

About You:

To be successful in this role, you will ideally have:

• Certificate IV in Training and Assessment (TAE40122, or TAE40116 with current upgrade units)

• Demonstrated experience in workforce development, industry participation or social procurement on major infrastructure or construction projects

• Compliance capability — WHS, labour‑hire licensing, right‑to‑work, modern slavery / Audit & data proficiency

• Working knowledge of NSW policy settings — ISLP, APIC and local jobs and industry participation frameworks

• Proven ability to deliver against hard contractual targets and evidence performance through robust reporting

• Strong stakeholder capability across government clients, training providers, Aboriginal organisations and commercial subcontractors

• Experience on large-scale civil, rail or transport infrastructure

• Established relationships in the NSW training, employment services or Aboriginal business sectors
