About the opportunity
Reporting to the General Manager Early Years, you will provide expert leadership, advice and oversight across quality and compliance matters throughout our Early Years portfolio.
You will play a key role in ensuring our services are well prepared, well governed and continuously improving, while supporting leaders and educators to confidently meet their regulatory and quality responsibilities.
Working collaboratively with Regional Managers, the Pedagogy Research and Practice Manager and corporate teams including People & Culture, Governance, Finance, Maintenance and IT, you will help build consistent, sustainable and high-quality systems across our diverse Early Years services.
What you'll be responsible for
Drive a culture of quality, compliance and continuous improvement
• Lead and champion a culture of quality, compliance, accountability and continuous improvement across all Early Years services.
• Drive quality assurance and improvement initiatives across the National Quality Standard (NQS) Quality Areas.
• Support the development and review of Quality Improvement Plans (QIPs).
• Monitor quality and compliance trends, identify emerging risks and opportunities, and ensure timely action is taken.
• Analyse service performance and quality data to identify trends, gaps and areas requiring improvement.
Lead regulatory compliance and organisational assurance
• Provide expert oversight and advice regarding the Education and Care Services National Law Act 2010, Education and Care Services National Regulations, National Quality Framework (NQF), National Quality Standard (NQS) and Victorian Child Safe Standards.
• Monitor compliance across Early Years services and provide specialist regulatory guidance.
• Conduct audits, compliance assessments and reviews and support services to implement corrective actions.
• Identify,



assess and mitigate compliance and operational risks.
• Maintain strong compliance reporting, documentation and governance processes.
Lead service readiness for regulatory visits, assessment and rating and audits
• Lead and coordinate service readiness for regulatory visits, assessment and rating processes, audits and compliance reviews.
• Ensure services understand their regulatory responsibilities and are prepared to confidently demonstrate their practices and evidence.
• Support service leaders to identify and address compliance gaps before they become risks.
• Represent bestchance professionally in regulatory and compliance interactions.
Strengthen governance, policy and child-protected systems
• Develop, implement and periodically review compliance, policy, quality assurance and child safety frameworks.
• Ensure policies and procedures remain contemporary, accessible, legally aligned and consistently implemented.
• Strengthen organisational governance and assurance systems.
• Promote robust child-safe systems, reporting processes and decision-making frameworks.
• Support mandatory reporting, reportable conduct and related child safety processes.
• Ensure the rights, safety, wellbeing and best interests of children remain at the centre of decision-making.
Support quality across diverse Early Years environments
You will provide specialist advice across both sessional kindergarten and long day care environments, recognising their different operational and regulatory requirements.
This includes supporting compliance relating to:
• Staffing ratios and qualification requirements
• Mixed-age groups
• Extended operating hours and shift-based staffing
• Sleep and rest requirements
• Nutrition standards
• Curriculum and documentation
• Incident management
• Assessment and Rating
• Quality Improvement Plans
• Regulatory and compliance requirements
Build leadership capability
• Partner with Regional Managers, service leaders and educators to strengthen their compliance and quality capability.
• Provide practical, specialist guidance that supports leaders to confidently manage quality and compliance responsibilities.
• Build sustainable systems and capability rather than relying on compliance as a one-off activity.
• Encourage accountability, professional practice and continuous improvement.
• Work collaboratively with the Pedagogy Research and Practice Manager to support curriculum and documentation quality.
About you
We are looking for an experienced quality and compliance professional who combines solid regulatory knowledge with genuine leadership capability, sound judgement and a passion for child safety and quality improvement.
You will be someone who can confidently navigate complex compliance matters while also building positive relationships and influencing leaders to achieve sustainable change.
You will bring:
• Demonstrated experience in quality assurance,



compliance or regulatory oversight within the Early Childhood Education and Care (ECEC) sector.
• Strong knowledge and practical application of the National Quality Framework, National Quality Standard, Education and Care Services National Law and Regulations, and Victorian Child Safe Standards.
• Experience conducting or leading audits, compliance assessments and corrective action planning.
• Experience developing, implementing and reviewing policies, procedures and organisational frameworks.
• Experience supporting both sessional kindergarten and long day care environments.
• Strong understanding of child safety, child rights and child paramountcy.
• Experience with risk identification, incident management, mandatory reporting and reportable conduct processes.
• Ability to interpret legislation and translate regulatory requirements into practical and sustainable service practices.
• Strong written communication, reporting and documentation skills.
• Excellent organisational skills and the ability to manage competing priorities.
• Strong interpersonal and relationship-building skills, with the ability to provide specialist advice and influence service leaders.
• Sound judgement, professionalism, integrity and confidence when managing sensitive matters.
• A collaborative leadership style and a genuine commitment to continuous improvement.
Qualifications and requirements
You will have:
• A tertiary qualification in Early Childhood Education, Education, Human Services, Quality/Compliance or a related discipline.
• Current Victorian Working with Children Check.
• Current National Police Check, or willingness to obtain one.
• Completion of Mandatory Reporting and Reportable Conduct training, or willingness to complete upon commencement.
