Independent Clinical Governance Advisor – Aged Care Quality Advisory Group

The Opportunity

Moonee Valley City Council is seeking expressions of interest from a suitably qualified and experienced independent clinical governance professional to support Council’s Aged Care Quality Advisory Group. The Advisory Group supports Council’s oversight of aged care quality, safety, clinical governance, risk, compliance and continuous improvement. The Independent Clinical Governance Advisor will contribute specialist advice to assist Council, the Chief Executive Officer, Executive Leadership Team and other Responsible Persons to understand emerging quality and clinical risks, strengthen assurance processes and support safe, high-quality and person-centred care.

The role responds to strengthened aged care governance expectations, including the need for registered providers to have governance arrangements that support safe, quality care, effective oversight and compliance with the Aged Care Act 2024, Aged Care Rules and the strengthened Aged Care Quality Standards.

This is an independent advisory role. The Independent Clinical Governance Advisor will not hold delegated authority, financial responsibility or operational management responsibility for Council’s aged care services.

Key selection criteria

The successful candidate will: · Hold relevant clinical qualifications, such as nursing, allied health or equivalent clinical experience,



with current professional registration where applicable.

· Demonstrate substantial experience in aged care quality, safety and clinical governance, preferably including home and community care.

· Demonstrate strong knowledge of the Aged Care Act 2024, Aged Care Rules, strengthened Aged Care Quality Standards, provider governance obligations and clinical governance requirements.

· Understand current and emerging clinical, quality, compliance and safety risks relevant to aged care service delivery.

· Have experience advising boards, committees, executive leaders, quality advisory bodies or governance groups.

· Demonstrate the ability to interpret quality, incident, complaints, audit and risk information and provide evidence-informed advice.

· Have high-level communication and interpersonal skills, including the ability to work constructively with senior leaders and committee members.

· Demonstrate strong ethical values, integrity, confidentiality, probity and effective management of actual, potential or perceived conflicts of interest.

· Be independent from Council’s aged care operations and able to attend meetings in person or online, as required. Meetings are held quarterly, four times per year,



with provision for additional or special meetings where required.

Appointment details

Recruitment and appointment will be undertaken in accordance with Council’s Aged Care Quality Advisory Group Terms of Reference and any relevant Council policies or procedures. Remuneration will be in accordance with Council’s relevant policy or approved approach for independent advisory appointments.

Remuneration

An independent member will receive a fee per committee meeting which includes preparation for and attendance at meetings and is inclusive of travel. Currently, this fee is $2,117.00 (excluding gst) per meeting.
