Lead Senior Business Analyst
About the Role
DFP Recruitment is currently seeking an experienced Senior Business Analyst on behalf of a government client for a key ICT transformation initiative involving the replacement of a critical Automatic Vehicle Location (AVL) solution.
This is an excellent chance for a seasoned Business Analyst to lead requirements gathering, stakeholder engagement and solution evaluation activities on a high-impact project that will support operational efficiency, data-driven decision-making and future technology outcomes.
Working closely with business stakeholders, ICT teams, procurement specialists and vendors, you will play a key role in ensuring business needs are understood, documented and translated into a modern, fit-for-purpose solution that supports future operational requirements.
Key Responsibilities
Lead end-to-end business analysis activities for the AVL replacement project.
Elicit, analyse and document business, functional, non-functional and reporting requirements.
Facilitate workshops and stakeholder engagement activities to define business needs and future-state requirements.
Analyse current and future-state business processes, workflows and information flows.
Assess business impacts, risks, constraints and project dependencies.
Support procurement, vendor evaluation and solution assessment activities.
Contributeto testing, implementation readiness, transition planning and user adoption activities.
Develop high-quality business analysis artefacts including:
Business requirements documentation
Process maps
Stakeholder analysis
Decision papers
Briefing materials
Change impact assessments
About YouTo be successful in this role, you will bring:
Extensive experience as a Senior Business Analyst delivering complex ICT transformation or system replacement projects.
Strong capability in eliciting, analysing and documenting business,



functional and non-functional requirements.
Proven experience facilitating workshops and engaging with senior stakeholders, operational teams, ICT groups and vendors.
Experience developing current and future-state business processes and assessing operational impacts.
Knowledge of systems integration, data flows, reporting solutions and technology-enabled business change.
Excellent analytical, problem-solving and critical-thinking skills, with the ability to manage competing priorities.
Exceptional written and verbal communication skills, with the ability to produce high-quality documentation, executive briefings and stakeholder communications.
Desirable Experience
Experience within Government or highly regulated environments.
Exposure to telematics, fleet management, vehicle tracking, location-based services or operational technology solutions.
Experience supporting procurement processes, vendor evaluations and solution selection activities.
Relevant Business Analysis certification, including:
CBAP
CCBA
PMI-PBA
IIBA-AAC
Equivalent recognised Business Analysis qualifications
