Wagga Wagga City Council is seeking anexperienced and highly capable Manager Civil Operations to lead the delivery ofessential civil infrastructure services across the Wagga Wagga Local GovernmentArea.
This is a key leadership positionwithin Council’s Infrastructure Services Directorate, providing strategic andoperational leadership to a large multidisciplinary workforce responsible forthe construction, maintenance and renewal of Council’s roads, drainage, carparks, footpaths, cycleways and associated civil infrastructure.
As Manager Civil Operations, you willlead a significant operational function, balancing the delivery of day-to-dayservices with an extensive program of capital and maintenance works. You willoversee workforce and resource planning, project delivery, budgets andforecasting, contractors, procurement, plant requirements and operationalprogramming, while ensuring Council continues to deliver protected, efficient andhigh-quality outcomes for our community.
A strong people leader, you will playan important role in building capability across the Civil Operations team,creating a positive and accountable workplace culture and ensuring safetyremains at the forefront of everything we do.
What will you do:
- Lead, mentor and developthe Civil Operations team, fostering a positive, high-performing andsafety-focused culture.
- Oversee the planning anddelivery of civil infrastructure maintenance, renewal, upgrade and capitalworks programs.
- Manage operationalresources including supervisors, crews, plant, contractors and external serviceproviders.
- Provide strong financialoversight through effective budgeting, forecasting, cost control and resourceplanning.
- Oversee procurement,tender assessment, contract management and administration across the Division.
- Lead the delivery ofcomplex civil infrastructure projects using sound project managementprinciples.
- Oversee Council’s quarryoperations and ensure relevant legislative, licensing, governance andcompliance obligations are effectively managed.
- Build strongrelationships across Council and ensure operational and service-relatedrequests from the community are managed in a timely and considered manner.

What you will need tosucceed:
We are looking for an experienced civilinfrastructure professional who combines strong technical knowledge withdemonstrated people leadership and commercial and operational capability.
- Tertiary qualifications in Civil Engineering.
- Significant experience within civil engineering, infrastructureconstruction and/or maintenance environments.
- Demonstrated experience in civil infrastructure project management,contract management, operational works programming and asset management.
- Substantial leadership experience managing multidisciplinary teams,including developing employees, managing performance and building positiveteam cultures.
- Extensive financial management experience across areas such asbudgets, estimating, resource planning and project delivery.
- Highly developed communication, negotiation, conflict resolution andstakeholder management skills.
- The ability to lead change, identify opportunities for improvementand operate effectively within a complex service-delivery environment.
- A Class C Driver’s Licence and General Construction Induction Training Card.
