About the role
Our people and community are at the heart of all that we do. We are seeking an enthusiastic and experienced Waste Services Contracts Officer to join our Waste Services team and play an important role in the delivery and management of Council’s waste service contracts.
This is an exciting time to join the team, with Council progressing significant changes across its waste services and transitioning into a number of new and varied contractual arrangements.
The Waste Services Contracts Officer will support the mobilisation, administration, performance management and continuous improvement of Council’s waste contracts, ensuring services deliver value for money, strong customer outcomes and high standards of contractual and operational performance.
Working closely with contractors, operational teams and internal stakeholders, key responsibilities of the role include:
- Supporting the mobilisation and implementation of new and varied waste service contracts and service changes.
- Coordinating contract implementation activities, milestones, risks, action registers and operational readiness.
- Managing allocated waste service contracts and acting as the day‑to‑day contact between Council and contractors.
- Administering contract variations, price adjustments, invoices, reconciliations, indexation and other commercial matters.
- Monitoring contractor performance, KPIs, service levels, complaints, rectification timeframes and compliance requirements.
- Reviewing operational and contract data to identify trends, risks and opportunities for improvement.
- Coordinating regular contractor performance and contract review meetings.
- Working collaboratively with contractors, Customer Service and operational teams to resolve complex service and contractual issues.
- Supporting continuous improvement, innovation and service optimisation across Council’s waste services.
- Preparing reports, correspondence and recommendations for management and governance groups.
- Reporting directly to the Unit Manager Waste Services, you will be part of a dynamic Waste Services team responsible for delivering high-quality and reliable services to the Merri-bek community.
Skills and experience require to perform the role
- Relevant qualifications in waste services, contract management or a similar field, or substantial relevant experience.
- Experience in contract establishment, administration and contract management, ideally within waste or other operational service environments.
- Experience in procurement planning, contract mobilisation and service implementation.
- Strong commercial and financial skills, including experience with budgets, contract expenditure, invoices, variations and financial reporting.
- Experience monitoring contractor performance, KPIs and service delivery outcomes.
- Solid analytical, problem-solving and investigative skills.
- Well‑developed stakeholder management skills and the ability to build effective relationships with contractors and internal teams.
- Excellent written and verbal communication skills, including the ability to prepare reports and recommendations.
- Ability to manage multiple priorities, work independently and take a proactive approach to resolving issues.
- Demonstrated commitment to a customer‑first approach.
- Well‑developed Microsoft Office and digital technology skills.
- A current Victorian Driver’s Licence.
- Experience working within Local Government would be well regarded.
