McArthur is seeking an experienced Development Compliance Officer for a 6-month temporary assignment with a metropolitan Sydney local government organisation.

This is a hands-on compliance and enforcement position suited to someone who already understands the local government regulatory environment and can confidently manage development-related compliance matters with minimal training.

The successful candidate may come from a Development Compliance, Building, Environmental Health, Ranger, Planning or Regulatory Services background; however, demonstrated investigation and enforcement experience is essential.

The role

Working within a busy compliance team, you will investigate alleged breaches of development and planning requirements, undertake inspections and determine appropriate regulatory and enforcement action.

Key responsibilities are expected to include:

- Investigating complaints and alleged breaches relating to development, building and land-use matters
- Conducting site inspections and documenting findings
- Reviewing development consents, conditions, approvals and relevant planning documentation
- Gathering and assessing evidence to support compliance and enforcement decisions
- Interpreting and applying relevant legislation, policies and Council requirements
- Preparing professional correspondence, reports, notices and enforcement documentation
- Liaising and negotiating with property owners, builders, developers, applicants and other stakeholders
- Managing potentially difficult or contentious compliance matters professionally
- Maintaining accurate case notes and records

- Working collaboratively with planning, building, environmental and regulatory teams
- Progressing matters to an appropriate regulatory outcome in accordance with legislation and delegated authority

About you

To be successful, you will ideally have:

- Previous experience in a building, development or environmental compliance role within local government
- Strong practical knowledge of compliance investigations and enforcement procedures
- Experience conducting inspections and managing regulatory matters from investigation through to resolution
- Sound knowledge of the Environmental Planning and Assessment Act 1979 and Local Government Act 1993
- Experience interpreting development approvals, conditions of consent and relevant legislation
- Strong evidence-gathering, analytical and report-writing skills
- Demonstrated negotiation and conflict-resolution capability
- Confidence communicating with members of the public, developers, builders and internal stakeholders
- Excellent written and verbal communication skills
- Ability to independently manage a compliance caseload and contribute effectively from commencement

Applications are also welcomed from experienced Council Rangers, Environmental Health Officers, Building Surveyors/Officers, Development Officers or Town Planners who can demonstrate substantial hands-on regulatory investigation and enforcement experience.

An environmental qualification is not essential; practical enforcement knowledge and the ability to operate effectively within a local government compliance setting are the key priorities.

Mandatory requirement

A current NSW Police Check will be required before a candidate can be presented for consideration.

- 6-month temporary assignment
- Full-time hours
- $65-$75 per hour + superannuation, dependent on relevant experience
- Opportunity to apply substantial local government compliance and enforcement experience in a hands-on role

If you are an experienced local government compliance professional who can confidently investigate and progress development enforcement matters, we would like to hear from you.
