OVERVIEW
Unearth Talent is looking to source a Senior EL2 Director to support a close Federal Government client that specializes in the support of veterans and their families to access services to improve their mental health and wellbeing.

ABOUT THE ROLE The successful candidate will work in the Commercial and Contracts Section, and report to the Assistant Secretary of Business Operations. The position requires knowledge and/ or experience with the Commonwealth Procurement Framework or administering Commonwealth contracts; a high level of attention to detail; ability to work in a fast-paced workplace, across a variety of procurement and contract tasks; ability to work through problems or issues that arise which do not have a clear process for resolution; and, work well independently and within a team.
The purpose of the Section is to deliver contract management activities on behalf of the Division and ensure a high level of compliance with the Commonwealth Resource Framework. Commercial and Contracts works closely with other branches in the Division to ensure business and service outcomes are achieved.
DUTIES AND RESPONSIBILITIES The EL2 Director will:
- Lead the newly establish Contract Management Section.
- Lead the centralisation of contract management.
- Lead the procurement and contracts capability uplift project,
in consultation with the Director, Major Procurement.
- Provide advice on procurement strategy, market approaches, sourcing models, evaluation methodologies, value for money and commercial risk.
- Lead complex, high-value, sensitive or high-risk procurement activities, where required.
- Engage and manage legal, probity and other specialist advisors where required.
- Provide advice to delegates and senior executives on procurement options, risks, value for money and recommended outcomes.
- Establish and maintain contracts, standing offers, work orders, labour hire engagements and associated financial commitments.
- Allocate contract management responsibilities within the section and ensure each arrangement has appropriate governance, documentation and oversight.
- Monitor contract expenditure, deliverable, milestones, performance measures, expiry dates, extension options and supplier obligations.
- Oversee supplier performance management, including performance reviews, issue resolution, corrective action and escalation.
- Manage contract disputes, underperformance and emerging commercial risks in consultation with legal and other areas where required.
- Oversee orderly contract transition and closures.
- Manage budget and finances in consultation with the AS, Business Operations.
