PRIMARY OBJECTIVE The Manager Project Delivery Management (PDM) Contracts is responsible for managing the contractual aspects of projects and programs,
including managing advisers and coordination with other divisions and agencies throughout the pre-procurement, procurement, and delivery phases. The role provides leadership and guidance ensuring the contract management of projects and programs aligns with Power and Water policy and sound commercial practices.
KEY RESPONSIBILITIES The “WHAT” to be delivered
Leadership and Management
- Create and maintain a high performing team by providing strong leadership on staff development, succession planning and mentor
programs.
- Manage staff selection, recruitment, training, development, mentoring, and succession planning of employees.
- Review future workforce requirements based on analysis and recommend appropriate actions.
- Support, promote and performance manage employees to achieve business plan initiatives and organisational performance standards.
- Oversee development and integration of safety cultural change, safety development and training programs.
- Develop the capabilities of our employees to deliver the Power and Water Customer Experience.
- Effectively engage change management philosophies and culture.
Operational Efficiency
- Ensure that all contract negotiations are conducted to minimise risk to Power and Water, including conducting comprehensive analysis of options to ensure the best and most cost effective solutions.
- Provide specialised expertise in contract management, providing strategic advice on contract negotiations and agreements, terms, risks
assessments. Lead dispute resolution negotiations and serve as a subject matter expert offering guidance on project risk management.
- Coordinate and manage the preparation and progression of submissions from obtaining delegate approval to tendering, awarding and
varying contracts and project scope.
- Lead the development, assessment, negotiation, approval and execution of agreements between the Agency and third parties.
- Provide timely and strategic advice to senior management, including risks, issues, and mitigation strategies to facilitate executive
decision making and ensure decisions align to overarching objectives.
Contract management
- Establish consistent processes for contract creation, negotiation, execution, and monitoring.
- Ensure contracts operate within budgets and that operational efficiencies and effectiveness are maximised.
- Identify potential risks within contracts (e.g., penalties, understanding termination clauses to escalate to the CEO if required) and
develop mitigation strategies with the Category Managers
- Regularly review contracts and compliance metrics to ensure Power and Water have adhered to all agreed upon terms.
- Implement and manage contract administration plans, systems and procedures, including contract start up and close out activities.
- Provide strong leadership within the project team and its integrated team members (SMEs).

SELECTION CRITERIA Qualification & Skills Experience
