A well-established, family-owned business in the bulk materials/manufacturing sector is creating its first-ever dedicated People & Culture function — and looking for someone who wants to build it, not just run it.

About the Role

This is a genuinely rare mandate: rather than stepping into an established HR department, you'll be designing and building the People & Culture function from scratch for a growing industrial operation that has never had one before. You'll work closely with senior leadership, who are still shaping exactly what they need from this role, meaning you'll have real influence over how the function takes shape.

This is not a caretaker or purely operational HR role. The business needs someone who can operate at both ends: comfortable designing strategy, frameworks and policy from a blank page, while also being hands-on enough to run recruitment, employee relations and day-to-day people support as the function matures.

Key Responsibilities

- Design and implement the organisation's first People & Culture strategy, structure and policy framework
- Lead end-to-end recruitment and workforce planning in partnership with operational leaders
- Provide practical, commercially-minded advice on employee relations, performance management and employment law / Fair Work compliance
- Build foundational HR systems, processes and reporting from the ground up, including data integrity and governance
- Establish onboarding,



performance management and employee engagement frameworks suited to an industrial workforce
- Partner closely with the leadership team to support the business through a period of significant organisational change
- Act as a trusted advisor to leadership on people risk, culture and workforce strategy

What You'll Bring

- Substantial HR generalist/leadership experience, including having built or significantly uplifted a People function previously
- Experience in an industrial, blue-collar or heavy operational environment highly regarded
- Solid knowledge of the Fair Work Act, employment law and relevant industrial instruments
- A genuine "builder" mindset — comfortable operating without established systems or a fixed playbook
- Change management experience and the resilience to navigate ambiguity during a period of transformation
- Excellent stakeholder influencing skills, with the credibility to shape thinking at a senior leadership level
- Tertiary qualification in Human Resources or a related field
