About the role

We're looking for an experienced Project Manager to lead the development of a substantial detailed business case. The output will underpin Board approval and a subsequent funding application to Infrastructure Australia, so rigour, structure and evidentiary standard are central to the role.

You'll act as lead advisor and delivery manager — the management and advisory "backbone" of the business case — holding overall accountability for program delivery while coordinating technical, financial and stakeholder inputs into a single, decision-grade document. The business case will be developed in accordance with an established framework, working alongside specialist subcontracted authorship support.

This is a hands-on leadership role for someone who enjoys bringing order to complexity and steering a program confidently toward a defined approval milestone. The role forms part of a broader Bluetier team and is fully supported by Bluetier and the client organisation.

What you'll do

- Own the program: in coordination with the client, establish and manage the governance structure, program plan and decision-gate schedule to a fixed Board approval date.




- Coordinate and project-manage all inputs to the business case — engineering, cost planning, demand and benefits analysis, financial, economic, environment, and social assessment, procurement and risk.
- Manage specialist subcontracted advisers on the writing of the business case.
- Facilitate stakeholder engagement across client business units, executive sponsors, Board and sub-committees, and other stakeholders.
- Draft, compile and quality-assure the business case in line with the framework (Strategic Context, Considerations and Analysis, Delivery).
- Maintain a live risk and issues register and apply structured quality assurance at each decision gate, keeping the evidence base audit-ready.
- Report regularly to the project sponsor and governance committee.

What you'll bring

- Around 10 years' project or program management experience, ideally in capital infrastructure.
- Demonstrated understanding of the complexities of developing and managing a substantial business case — coordinating multiple technical and financial contributors into a coherent, evidence-based document.
- Strong governance, commercial and stakeholder-management judgement, with the ability to lead through ambiguity and keep a program on track to a hard milestone.
- Familiarity with government assurance or business case frameworks — highly regarded.
- Excellent written communication and a sharp eye for detail and document integrity.
- Experience in the water, utilities or public infrastructure sectors — advantageous.

The details

- Location: Hobart or Launceston (with travel between sites and to stakeholders as required).
- Commitment: 3–4 days per week for approximately 12 months.
