ABOUT THE ROLE
We are looking for a Technical Business Analyst with real telecommunications depth to join our Melbourne team. You will work on client programmes spanning OSS and BSS platforms, network and infrastructure initiatives, and digital customer channels — the kind of work where a requirement is only useful once it has been traced through half a dozen systems.
This is a technical BA role, not a purely functional one. You will read API contracts, write data mappings, query databases to prove a hypothesis, and sit with developers and testers as much as with product owners. The best people in this role are the ones who close the gap between what the business asked for and what the integration can actually do — before the gap turns into a defect.
You will be client-facing from day one. Some engagements will place you inside a client's delivery squad; others will have you working within a PAAR Systems team delivering a defined scope. Either way you will own your analysis end to end.
WHAT YOU WILL DO
Elicit and shape requirements — run workshops, interviews and process walkthroughs with business, operations, product and engineering stakeholders, and turn what you hear into requirements that survive contact with delivery.
Produce the artefacts delivery actually needs — user stories with testable acceptance criteria, functional and non-functional specifications, process models (BPMN), use cases, sequence diagrams and traceability matrices.
Own the technical detail — interface and API specifications, request/response payloads, field-level data mappings, business rules, error and exception handling,
and integration behaviour across systems.
Analyse data to support decisions — write SQL to interrogate source systems, profile data quality, size migration effort and validate assumptions rather than accepting them.
Work across the telco stack — order-to-activate, lead-to-cash and trouble-to-resolve journeys spanning CRM, product catalogue, order management, provisioning and activation, inventory, mediation, rating and billing, assurance and network systems.
Support solution design — partner with architects and engineers to pressure-test options, document impacts across systems, and make trade-offs visible to the people who have to decide.
Drive quality through to release — define test scenarios, support SIT and UAT, triage and analyse defects, and help business stakeholders sign off with confidence.
Manage change and impact — assess downstream impacts on process, people and systems, contribute to cutover and migration planning, and produce the operational documentation the run teams inherit.
Operate inside an agile delivery cadence — refine and estimate backlog items, participate in ceremonies, and keep the backlog honest about dependencies and readiness.
Contribute to the practice — improve PAAR Systems' BA standards, templates and estimation approach, and mentor less experienced analysts.
WHAT YOU WILL BRING
5–8 years' experience as a Business Analyst or Technical Business Analyst delivering IT change, with a significant portion of that in telecommunications.
Hands-on knowledge of telco domains and platforms — OSS/BSS, CRM, product catalogue, order management, provisioning, service assurance, inventory, mediation, rating and billing — and an understanding of how they connect end to end.
Strong technical analysis skills: reading and specifying REST and SOAP APIs, JSON and XML payloads,
data models and field-level mappings, and using tools such as Postman and OpenAPI/Swagger.
Working SQL ability — you can query relational databases yourself to investigate data, validate rules and support migration analysis without waiting on a developer.
Demonstrated experience on integration-heavy or systems migration programmes involving multiple vendors and legacy platforms.
Process modelling and documentation skills using BPMN or UML, with tools such as Visio, Lucidchart, Enterprise Architect or Miro.
Delivery experience in Agile environments (Scrum, Kanban or SAFe) using Jira and Confluence, with a solid grasp of backlog refinement, estimation and definition of ready and done.
Experience supporting testing — writing test scenarios, running or coordinating UAT, and analysing defects to root cause.
Excellent written and verbal communication: able to write a specification a developer can build from, and explain the same thing to a business owner without the jargon.
Based in Melbourne or willing to relocate, with full Australian working rights.
Highly regarded
Experience with major telco platforms such as Amdocs, Netcracker, Salesforce Communications Cloud, ServiceNow TSM, Oracle BRM, Ericsson or Nokia OSS products.
Familiarity with TM Forum frameworks — eTOM, SID, and Open APIs — and how they are applied in practice rather than in theory.
Exposure to network domains: mobile and 5G, fixed and fibre, NBN wholesale interactions, IoT, or transmission and access network systems.
Cloud platform awareness (AWS, Azure or GCP) and event-driven integration patterns — Kafka, message queues, microservices.
Experience with data and reporting work: ETL, data warehousing, or analytics platforms such as Power BI, Tableau or QuickSight.
Knowledge of the Australian regulatory setting — ACMA obligations, the Telecommunications Consumer Protections Code, Critical Infrastructure obligations and the Privacy Act.
Consulting or systems integrator background, comfortable with client-facing delivery, scope discussions and estimation.
Certifications such as CBAP, CCBA, IIBA-AAC, PSPO or SAFe Agilist.
