We are seeking an experienced Technical Program Manager to support the delivery of enterprise customer programs, network lifecycle initiatives, resiliency projects, decommissioning activities, and transformation programs within a telecommunications environment. The successful candidate will drive end-to-end program delivery, governance, financial management, stakeholder engagement, and vendor coordination while ensuring successful execution against agreed milestones and business outcomes.
Key Responsibilities
Program & Project Delivery
- Manage end-to-end enterprise customer delivery and implementation programs.
- Coordinate implementation activities across Engineering, Operations, Finance, Customer Delivery, Property, Network Planning, and external vendors.
- Develop and maintain integrated project plans, schedules, milestones, dependency trackers, and delivery roadmaps.
- Manage critical path activities and program interdependencies.
- Support network lifecycle, resiliency, decommissioning, and transformation initiatives.
- Ensure delivery milestones are achieved within agreed timelines and budget constraints.
Governance & Reporting
- Establish and maintain project governance frameworks and controls.
- Manage RAID (Risks, Actions, Issues, Dependencies) processes.
- Prepare weekly and monthly executive status reports.
- Develop Steering Committee Packs and governance presentations.
- Facilitate governance forums and stakeholder review meetings.
- Maintain project documentation and ensure compliance with program governance standards.
- Track and manage project budgets, forecasts, and expenditures.
- Monitor CAPEX and OPEX spend against approved budgets.
- Identify budget variances and develop remediation plans.
- Support financial reporting and cost optimization initiatives.
- Provide regular forecasting and financial performance updates.
- Identify, manage, and elevate project risks and issues.
- Maintain risk registers and issue logs.
- Develop mitigation and contingency plans.
- Manage project dependencies across internal and external stakeholders.
- Ensure proactive resolution of delivery blockers and risks.
- Partner with cross-functional business and technical teams.
- Coordinate multiple stakeholder groups across the enterprise.
- Manage third-party vendors and suppliers.
- Monitor contractual obligations, SLAs, milestone commitments, and delivery performance.
- Drive effective communication between business, technical, and executive stakeholders.
- Contribute to lessons learned activities and post-implementation reviews.
- Develop recommendations for governance and delivery improvements.
- Support continuous improvement and delivery maturity initiatives.
Required Qualifications
- PMP (Project Management Professional)
- SAFe, AgilePM, or equivalent Agile/Hybrid certification
- Bachelor's Degree in Engineering, Telecommunications, Information Technology, or related discipline
- Telecommunications industry accreditations (preferred)
Required Experience
Mandatory
- Minimum 5+ years of Project or Program Management experience.
- Minimum 3+ years within Telecommunications, Infrastructure, Utilities, or Enterprise Service Delivery environments.
- Demonstrated experience managing enterprise customer delivery programs.
- Proven experience managing vendors and third-party suppliers against SLAs and contractual commitments.
- Experience managing project budgets exceeding AUD $5M.
- Strong stakeholder management experience across large enterprise environments.
- Experience maintaining governance frameworks, risk registers, and executive reporting.
Highly Desirable
- Network resiliency and redundancy projects.
- Risk remediation and transformation initiatives.
- Telecommunications carrier or service provider experience.
Technical Skills
- Microsoft Project, Smartsheet, or similar scheduling tools.
- Microsoft 365 Suite (Excel, PowerPoint, Word, Teams, SharePoint).
- Financial reporting and budget management.
- Risk and issue management frameworks.
- Executive reporting and steering committee presentations.
- Program governance and portfolio reporting.
- Strong leadership and accountability.
- Excellent communication and presentation skills.
- Ability to engage with executive stakeholders.
- Problem-solving and risk management capabilities.
- Strong commercial and financial acumen.
- Ability to work across multiple concurrent programs.
- Team-oriented approach with internal teams and external vendors.
