Role Overview
n
AGAE is seeking an experienced and highly capable Operations Manager to take ownership of the day-to-day operations of the RTO.
n
This is a senior management role requiring extensive experience in the Australian VET sector, government-funded training, funding applications, compliance, VETtrak, policies and procedures, trainer management, student progression, quality assurance, student recruitment and business growth.
n
The successful applicant will work closely with senior management, compliance, administration, trainers and assessors to ensure AGAE operates efficiently, remains compliant and continues to grow.
n
Key Responsibilities RTO Operations
n
n
- Oversee day-to-day RTO operations across training, administration, compliance and student management.
n
- Manage timetables, trainer allocations, class schedules and resources.
n
- Coordinate course commencements, ongoing classes and student completions.
n
- Monitor enrolments, attendance, progression, assessments and course outcomes.
n
- Ensure delivery aligns with approved Training and Assessment Strategies.
n
- Monitor operational deadlines and ensure requirements are completed on time.
n
- Identify operational issues, risks and areas for improvement.
n
- Work across departments to maintain efficient and compliant RTO operations.
n
n
Government Funding Contracts & Applications
n
n
- Prepare and submit government funding applications, tenders and provider applications.
n
- Manage renewals and continuation applications for existing funding contracts.
n
- Identify new government-funded training opportunities across Australia.
n
- Support AGAE's expansion into additional States and Territories.
n
- Monitor relevant government tender portals and funding opportunities.
n
- Prepare supporting documentation, responses and evidence for submissions.
n
- Coordinate information from management, finance, compliance and training teams.
n
- Ensure applications are accurate, complete and submitted within required deadlines.
n
- Maintain current knowledge of funding contracts, guidelines and provider obligations.
n
n

Government-Funded Training Operations
n
n
- Monitor funded training compliance across Victoria, South Australia, Western Australia and other applicable jurisdictions.
n
- Ensure student eligibility and funding evidence is complete and compliant.
n
- Monitor claims, participation, progression and supporting evidence.
n
- Review funding processes and identify compliance risks.
n
- Ensure staff understand and follow current funding requirements.
n
- Keep up to date with changes to funding contracts, guidelines and provider obligations.
n
- Coordinate funding audits, rectification and corrective actions.
n
n
VETtrak & Student Management
n
n
- Use VETtrak extensively to manage enrolments, attendance, progression, results and completions.
n
- Ensure data is accurate, complete and current.
n
- Monitor staff data entry and maintain data integrity.
n
- Review reports for missing results, outstanding assessments and attendance concerns.
n
- Conduct regular data integrity checks.
n
- Support AVETMISS reporting and State funding submissions.
n
- Use VETtrak for audits, internal reviews and management reporting.
n
- Identify and resolve VETtrak data issues.
n
n
Policies & Procedures
n
n
- Maintain extensive knowledge of RTO policies, procedures and operational requirements.
n
- Review and update policies, procedures, forms, templates and internal processes.
n
- Ensure policies remain aligned with regulatory and funding requirements.
n
- Maintain appropriate version control.
n
- Ensure staff understand and consistently follow approved policies and procedures.
n
- Identify policy and procedural gaps and implement improvements.
n
- Develop new procedures in response to regulatory, contractual or operational changes.
n

Quality Assurance & Compliance
n
n
- Maintain strong knowledge of current RTO regulatory and compliance requirements.
n
- Work closely with senior management and compliance staff to maintain ongoing compliance.
n
- Monitor training and assessment practices and documentation.
n
- Coordinate validation and moderation activities.
n
- Review learning and assessment resources.
n
- Identify compliance risks and implement corrective actions.
n
- Assist with internal audits, ASQA audits and government funding audits.
n
- Maintain audit-ready evidence and monitor corrective actions.
n
- Support continuous improvement across the RTO.
n
n
Training & Assessment
n
n
- Coordinate the development and review of Training and Assessment Strategies.
n
- Ensure TAS documents reflect actual delivery and assessment practices.
n
- Review assessment tools, learning resources and supporting documentation.
n
- Ensure resources remain current, compliant and industry relevant.
n
- Work with trainers and industry representatives to maintain industry relevance.
n
- Ensure facilities, equipment and resources are suitable for delivery.
n
n
Trainer & Assessor Management
n
n
- Lead, supervise and support trainers and assessors.
n
- Assist with trainer recruitment, induction and onboarding.
n
- Monitor trainer performance, workloads and training delivery.
n
- Conduct trainer meetings and performance reviews.
n
- Coordinate professional development.
n
- Monitor trainer qualifications, credentials, vocational competency and industry currency.
n
- Ensure trainer files remain complete and audit ready.
n
- Provide guidance regarding assessment, compliance, student support and funding requirements.
n
n
Student Management & Support
n
n
- Oversee student orientation and commencement processes.
n
- Monitor attendance, progression, outstanding assessments and completions.
n
- Identify students at risk and coordinate appropriate support and intervention.
n
- Ensure complaints, concerns and feedback are handled appropriately.
n
- Work with administration to maintain accurate and complete student records.
n
- Promote a qualified, inclusive and supportive learning environment.
n
n
Student Recruitment & Business Growth
n
n
- Actively support AGAE in finding, attracting and enrolling new students.
n
- Assist management with strategies to increase enrolments.
n
- Support recruitment for government-funded and fee-for-service programs.
n
- Build relationships with employers, community organisations, referral partners and industry contacts.
n
- Identify opportunities for new cohorts, employer-based training and workplace delivery.
n
- Assist with information sessions, open days and community engagement.
n
- Work with marketing and administration to follow up enquiries and improve enrolment conversion.
n
- Build sustainable student pipelines across Victoria, South Australia,
Western Australia and future markets.
n
- Identify new qualifications, locations, partnerships and training opportunities.
n
- Ensure recruitment and marketing activities comply with regulatory and funding requirements.
n

Industry & Stakeholder Engagement
n

- Build and maintain relationships with employers, industry representatives and key stakeholders.
n
- Coordinate and document industry consultation.
n
- Ensure industry feedback is incorporated into training and assessment.

- Identify employer partnerships and commercial opportunities.

- Support relationships with government departments and funding bodies.

- Monitor industry changes affecting training and assessment.

Performance Monitoring
n

- Monitor enrolments, attendance, progression, completions, withdrawals and assessment outcomes.

- Monitor trainer performance and operational KPIs.

- Monitor enquiry-to-enrolment conversion and funded training performance.

- Prepare operational reports for senior management.
n
- Identify operational, compliance, funding and enrolment risks.

Essential Experience & Skills
n
The successful applicant must have:
n

- Extensive experience as an Operations Manager, RTO Operations Manager, Training Manager or similar senior RTO professional.
n
- Extensive knowledge of the Australian VET sector and RTO regulatory requirements.
n
- Extensive knowledge of RTO policies, procedures and compliance systems.
n
- Extensive practical knowledge of Victorian Skills First funding.
n
- Extensive practical knowledge of South Australian Skills SA funding.
n
- Extensive practical knowledge of Western Australia TAMS and Jobs and Skills WA funding.
n
- Demonstrated experience managing government-funded training across multiple States.
n
- Demonstrated experience with government funding applications, tenders, renewals and contracts.
n
- Ability to identify and pursue current government funding opportunities across Australia.
n
- Strong knowledge of funding contracts, eligibility, evidence, reporting and audit requirements.
n
- Extensive VETtrak experience.
n
- Strong knowledge of AVETMISS and State-based reporting.
