Primary objective
n Lead complex remote primary healthcare policy, reform and models of care, providing strategic advice and project leadership to improve
n access, quality, integration and outcomes across the Northern Territory.
n

n Working under broad direction in a complex policy environment, the position leads remote and primary healthcare reform, provides
n authoritative advice and builds partnerships to support evidence-informed decisions and implementation.
n
Key duties and responsibilities
n 1. Lead complex research, policy analysis and evaluation, developing evidence-based remote and primary healthcare policy options,
n programs and models of care.
n 2. Provide authoritative advice to senior managers, clinicians and executives on complex,



sensitive and emerging policy, program and
n service delivery matters.
n 3. Lead the design, implementation, monitoring and improvement of strategic policy projects, service reforms and innovative models of
n care aligned with government priorities.
n 4. Lead consultation, negotiation and collaboration across government, Aboriginal community-controlled, health, qualified and
n community sectors.
n 5. Prepare and review strategic briefings, reports, ministerial correspondence, submissions, agreements and other complex
n documentation.
n 6. Establish governance, risk, monitoring and evaluation arrangements to support implementation, assess outcomes and drive
n continuous improvement.
n 7. Represent the Department on relevant local, Territory and national committees, working groups and forums.
n 8. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken to
n ensure high quality, safe services and workplaces.
n 9. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.

Selection criteria
n Essential
n 1. Extensive experience in complex policy research, analysis, development, implementation and evaluation, preferably in remote or
n primary healthcare.
n 2.



Highly developed conceptual, analytical and problem-solving skills, including assessing evidence, impacts, costs, benefits, risks and
n implementation feasibility.
n 3. Demonstrated ability to lead complex policy projects and reform initiatives, manage ambiguity and competing priorities, and deliver
n outcomes with a high level of autonomy.
n 4. Highly developed written, verbal, consultation, negotiation and influencing skills, including preparing clear, persuasive and politically
n neutral executive and ministerial advice.
n 5. Sound knowledge of machinery of government, policy and decision-making processes, governance, risk, monitoring and evaluation,
n with demonstrated cultural capability and ability to build cross-sector partnerships.

n 1. Relevant undergraduate qualification in health, public policy, public administration or a related discipline

n 1. Postgraduate qualification in public health, project or health services management,
