Primary objective
n Provide high level advice to internal and external stakeholders on driver licensing operational policy and procedural issues
n related to driver licensing practices in the Northern Territory. Undertakes projects relating to Northern Territory driver
n license initiatives in addition to supervisory oversight to the Medical Compliance Officer and Licensing Officer.
n
Key duties and responsibilities
n 1. Develop,
implement and review driver licensing policy, procedures and publications with consideration to legislative,
n political, national and public interest requirements.
n 2. Provide operational advice to departmental officers and key stakeholders regarding relevant statutory compliance and
n administrative driver licensing requirements in the NT.
n 3. Develop and maintain collaborative partnerships with key stakeholders and liaise with relevant inter/intra-Departmental
n officers, interstate authorities and local industry representatives, to ensure effective consultation and input for
n new/revised initiatives, operational policy and business practices.
n 4. Process the more complex queries and complaints relating to medical fitness to drive and general driver licensing services
n and where necessary recommend suitable options for consideration by the delegate.
n 5. Prepare a range of high level correspondence including Ministerials, briefings, reports and publications.
n 6. Effectively manage and deliver assigned projects under the guidance of the Manager Driver Licensing.
n 7. Actively participate in a team environment, contributing innovative ideas and solutions to all aspects of the MVR business
n and with a particular focus on driver licensing.
n
Selection criteria
n Essential
n 1. Demonstrated high level oral and written communication skills,
with the capacity to provide sound regulatory advice and
n present ideas clearly and succinctly.
n 2. Strong negotiation, interpersonal and analytical skills with a sound understanding of providing customer service in a
n regulatory setting.
n 3. Strong experience in policy development within a legislative framework including the ability to research complex matters,
n evaluate options, prepare high level reports and achieve outcomes within agreed timeframes.
n 4. Proven ability to manage competing projects and priorities with minimal supervision.
n 5. Proven supervisory experience in coaching, motivating and supporting a team to achieve individual goals with a high level
n of adaptability and flexibility, including dealing with change in a continuous improvement environment.
n 6. Ability to effectively liaise, consult and collaborate with internal and external stakeholders from diverse cultural and socio-
n economic backgrounds.
n Desirable
n 1. Working knowledge of a range of theoretical and practical driver licence policies and procedures associated with driver
n licensing in the Northern Territory and/or experience in policy development in a State/Territory road transport authority.
n 2. Working knowledge of the medical standards as they relate to fitness drive along with other health related issues that
n may impact on a person's medical fitness to hold a drive licence.
