About the Role:
Are you an experienced Project Manager looking to step away from the day-to-day of site delivery, but still want to use your technical knowledge to shape winning projects?
This is an exciting opportunity to join a leading civil contractor in a pivotal pre-construction role, working on high-profile water and infrastructure projects across NSW.
The Role:
As Pre-Construction Manager / Bid Manager, you will take ownership of the front-end project cycle – from opportunity identification through to successful tender submission.
You will work closely with estimators, engineers, design teams and senior management to prepare compelling bids and robust delivery strategies.
Key Responsibilities:
Lead preparation of bids, tenders, and EOI submissions for Sydney Water and Infrastructure projects
Develop detailed project methodologies, staging plans, and risk assessments
Liaise with design consultants, subcontractors and internal stakeholders during the tender process
Review and refine bid documentation to ensure compliance and competitiveness
Support value engineering initiatives to deliver innovative, cost-effective solutions




Contribute to pre-award client presentations and negotiations
Manage bid timelines, deliverables and review gates to ensure on-time submission
About You:
Proven experience as a Project Manager, Senior Project Engineer or similar within water or civil infrastructure projects
Strong understanding of construction methodologies and sequencing
Excellent written communication skills, with the ability to craft clear, concise, and persuasive bid responses
Ability to engage effectively with internal and external stakeholders at all levels
Commercial acumen and a solutions-focused mindset
A background in Sydney Water or major water utility projects will be highly regarded
