The Islamic Council of Victoria (ICV) is the peak body for Muslim organisations in Victoria. The ICV represents the wider Victorian Muslim community and has more than 85 member organisations located throughout metropolitan Melbourne and regional Victoria.
The ICV’s vision is to build a better community for all Australians through the empowerment of Muslims in Victoria. The ICV aims to fulfil this vision through the provision of advocacy and social welfare services, and in consultation and cooperation with governments, multifaith communities, service providers and wider society. The organisation is firmly committed to providing support for, and protecting the rights of, Victorian Muslims.
The Anti-Muslim Hate (Islamophobia) Support Service:
The Anti-Muslim Hate (Islamophobia) Support Service (AMHSS) is a specialised community service that falls under the ICV, functioning to:
- Provide information, advice, referrals, ongoing support and case management to people who have experienced Anti-Muslim Hate (Islamophobia), to help them achieve equitable justice experiences and meaningful outcomes.
- Develop and deliver information sessions for communities, service providers, local councils, and schools.
- Develop and share resources with Victorian Muslim communities and Muslim Community Organisations to improve awareness about laws, reporting and support options related to Anti-Muslim Hate (Islamophobia).
Through this program, the AMHSS is focused on collaborating with communities, service providers and other organisations to deliver a holistic, specialised and culturally responsive service for the wider community. The service also wants to develop its case management processes and community resources, to best support the wider Victorian Muslim community.
Role Purpose:
The Anti-Muslim Hate (Islamophobia) Support Service Program (AMHSS) is led by the ICV President who has oversight and carriage of the portfolio and will set the guidelines and directions.
The Anti-Muslim Hate (Islamophobia) Support Service Coordinator (AMHSS Coordinator) will work closely with the ICV President and functions as the program coordinator for ICV’s Anti-Muslim Hate (Islamophobia) support service, defining the strategic direction of the service, engaging with relevant stakeholders including various communities and service providers, managing the Anti-Muslim Hate (Islamophobia) support team, and overseeing the delivery of service activities within the program.
The AMHSS Coordinator will adopt an evidence-based, trauma-informed and culturally responsive approach to leading the AMHSS and in improving its processes and service delivery. The Coordinator will lead the team in working towards outcomes for AMHSS users, overseeing collaborations and connections between key partners and service providers as well as overseeing community engagement, advocacy and raising awareness about Anti-Muslim Hate (Islamophobia) support.
Key Responsibilities:
Strategic Direction and Improving processes
- Defining the strategic direction of the ICV Anti-Muslim Hate (Islamophobia) Support Service, proactively identifying ways to improve the service using evidence-based and culturally responsive practices
- Identifying opportunities to engage with potential partners, increasing the mental health, legal support and community network of the AMHSS
- Identifying means of improving the visibility of the AMHSS
- Measuring, monitoring and evaluating all service activities
Team Management
- Coordinating Anti-Muslim Hate (Islamophobia) support team, managing staff schedules and assigning responsibilities accordingly
- Overseeing Anti-Muslim Hate (Islamophobia) support case management,
ensuring that the AMHSS team works towards outcomes for AMHSS users
- Participating in regular supervision and critical debriefing sessions
- Providing regular supervision, critical debriefing and vicarious trauma support to members of the AMHSS team
Case Management
- Providing expert advice on culturally responsive and trauma-informed case management processes
- Delivering specialised and complex case management to people who experience Anti-Muslim Hate (Islamophobia), helping them to navigate the complaints and support options
- Providing other forms of client support across the service as required
Resource Management and Grants
- Defining resource requirements of projects and cases, managing resource availability and allocation accordingly
- Budgetary planning and management
- Writing grant applications and completing grant reports/other requirements
Project Management
- Preparing detailed plans, milestones and activities for the AMHSS and its projects
- Tracking projects and providing regular status reports to project team and key stakeholders
- Managing the delivery and execution of specific projects within the service
- Mitigating risks related to projects and AMHSS operations
Stakeholder Relations and Communications
- Building, managing and maintaining relationships/communications with various external stakeholders
- Liaising with relevant services within the justice system, mental health sector, legal sector and community sector to support the provision of information, advice, referrals, advocacy, processes and capability uplift
- Coordinate meetings with other funded organisations, coordinating on projects and sharing learnings
- Undertaking other stakeholder engagement and communications activities as required
Community Engagement
- Leading the design, development and delivery/implementation of workshops and community resources
- Coordinate community advisory group, providing a forum to receive feedback from a greater diversity of community voices
- Where appropriate, work with Board members and involve them in Anti-Muslim Hate (Islamophobia) Service events
- Supporting other community engagement initiatives and ICV events as required
Policy analysis & research
- Support the ICV’s advocacy efforts in relation to religious freedom and the rights of Muslims in Victoria.
- Conduct in-depth analysis of legislative proposals, policy documents, and government initiatives to assess their potential impact on the rights of Muslim and religious freedoms, as well as policies and processes related to reporting Anti-Muslim Hate (Islamophobia) and discrimination.
- Maintain awareness of emerging trends, AMHSS, and developments in areas relevant to the ICV's efforts in combatting Anti-Muslim Hate (Islamophobia).
- Be aware of and respond rapidly to emerging concerns or crises affecting the Muslim community’s rights, rapid-action projects such as public statements and direct communications with government.
Communications & publications
- Draft media statements related to key areas of concern regarding Anti-Muslim Hate (Islamophobia), discrimination and religious freedom.
- Contributing to other program communications and publications as required
General Operations
- Support the GM/Executive employee in running operations at the ICV
- Complete any form of work generally for any operations at the ICV
Compliance, Safety & Reporting
- Complying with ICV policies and procedures, including privacy, confidentiality and information-handling requirements for client and service records
- Meeting duty of care and mandatory reporting obligations, escalating risks, incidents or concerns to the CEO or management
- Participating in required training and professional development, including workplace health and safety

Technical Expertise
- Deep knowledge of trauma-informed practice, client practice approaches and frameworks, and case management processes
- Demonstrated ability to independently provide effective and holistic case support to diverse communities.

Experience
- Demonstrated ability to communicate and apply effective interview techniques to sensitively gain information from people who access the service.
- Demonstrated ability to effectively liaise, advocate and negotiate with relevant services and agencies
- Deep understanding of the different support needs of people impacted by Anti-Muslim Hate (Islamophobia) and racism
- Understand relevant legislation and the legal protections against racism and Anti-Muslim Hate (Islamophobia)
- Understand the human rights frameworks relating to vilification and discrimination
- Relevant experience working in the community sector on anti-racism programs and empowerment initiatives for marginalised communities will be highly regarded
- Self-awareness: Ability to reflect on practice, ensuring service delivery serves the best interest of the client
- Self-management: Possesses excellent organisational skills and is confident working independently.
- Confident identifying and implementing the most appropriate course of action in sensitive or complex situations
- Monitoring and evaluation: Ability to monitor and evaluate outputs and activities, in alignment with the developed outcomes management framework

Qualifications: A tertiary qualification/s in social work, psychology, law, social sciences or other relevant area, or relevant experience in the social service or community sector.
