The Chance

Moonee Valley City Council is seeking an experienced human resources leader to provide continuity of leadership while shaping the delivery and direction of the People & Culture Business partnering function covering a 12-month parental leave backfill.

This is an exciting opportunity to support the organisation through is Enterprise Bargaining and help shape the direction and internal service offerings of the People and Culture Department. This role will provide an opportunity to showcase your skills in working diplomatically and effectively with stakeholders and supporting and driving people related change.

We are looking for someone for a period of 12-14 months and are open to full time or part-time interest.

This opportunity provides the chance to make a meaningful contribution within a community-focused local government organisation.

Key Responsibilities

As a member of People and Culture Department, the Head of Human Resources provides leadership to the HR team in the delivery of accurate customer focused HR advice, consultancy and support provided to the Moonee Valley City Council (Council) workforce; including:

- Employee and industrial relations;
- Coordination of staff central consultative committee and sub committees
- Workforce Planning; and
- Enterprise Agreement negotiation and interpretation.





This position provides expert guidance and support in the development of HR strategies and policies, and coordinates the development, implementation and maintenance of systems and procedures within the Department.

What You'll Bring

- Experience in navigating complexity and sensitivity, with a positive, solution and outcome focussed mindset.
- Strong internal relationship and stakeholder management
- Exemplar change management skills and experience
- Strong industrial and employee relations experience including providing expert advice and support in complex employee and industrial relations matters, disputes and workplace laws.
- Experience managing HR teams effectively in a Local Government context is highly desirable.
- Excellent communication, problem-solving, and conflict-resolution skills.
- Degree in Human Resources, Business, or a related field (preferred).

Desired Skills and Experience





Employee and industrial relations

- Liaise with Managers, staff and Unions in the effective resolution of specialist employee relations issues.
- Respond to workplace relations related queries, take appropriate action to overcome the problems and provide advice to senior management on recommended outcomes.
- Support internal clients and HR staff with timely and appropriate specialist employee relations and some industrial relations advice and support across areas, including:

o Contracts and conditions of employment;

o Performance management;

o Disciplinary matters and investigations; and o EA claims and disputes

Remuneration & Benefits

- Administer and provide advice on remuneration issues, salary packaging and total remuneration packaging details required for governance, payroll and contracts of employment.
- Undertake relevant Senior Officer salary remuneration surveys and bench marking for 'Senior Officer Contracts' in conjunction with current salary data and trends.
- Prepare remuneration-related reports when required.

Consultation

- Lead Council's Enterprise Agreement negotiations and act as lead negotiator utilising extensive specialist knowledge and experience to ensure Council is compliant with relevant legislation.
- Promote and support a harmonious and productive organisational culture and environment and develop effective processes for on-going management of change throughout Council.
- Utilise influencing, negotiating and problem-solving skills to achieve desired organisational outcomes.
