OVERVIEW The Randwick Health & Innovation Precinct (Precinct) is a genuine partnership with a strong mission to harness our collective strengths in health, education and translational research, ensuring the future of lifelong health. The Precinct has been awarded funding under Transport for NSW's Community Improvement District (CID) Seed Funding program, building on the success of the CID Pilot Program delivered over the past year.
The Seed Funding
Project is an exciting next stage in line with new CID legislation in NSW that will see these entities evolve across the state. The Heart of Randwick (HoR) Seed Funding stage focuses on developing a formal CID Proposal and delivering a comprehensive stakeholder and community engagement program to test, refine and validate the proposed model for Randwick.
The Seed Funding Project will further extend the established Heart of Randwick initiative which brings together businesses, landowners, institutions, residents and community stakeholders to discuss and collaborate for local place improvement. The Precinct sees this as an opportunity to create a more connected, vibrant and resilient place that reflects the unique identity of Randwick as a centre for health, innovation and community wellbeing, in line with future models of care and prevention.
The Project Coordinator, is an operational role responsible for managing the implementation of the Precinct’s CID Seed Funding Project. The role will ensure the successful delivery of this structured project by coordinating project schedules and workstreams being delivered by external consulting agencies. This role is tasked with ensuring successful and compliant delivery of the program, consolidation of all necessary documents and reports to enable smooth reporting back to Transport for NSW as program funder.
The Project Coordinator will report to the Head of Arts and Placemaking, to deliver the structured and approved CID program, with a dotted line report to the Executive Director.
KEY DELIVERABLES
- Manage the day-to-day delivery and coordination of the Heart of Randwick CID Seed Funding Project, ensuring all project activities are delivered in accordance with the approved project plan, budget, milestones and funding deed.
- Manage local area partners in the establishment of an Incorporated Association and provide secretariat support in setting up Steering Committee and governance groups.
- Coordinate work of consulting agencies, legal advisers and other specialist consultants to ensure clear responsibilities, timely delivery,
effective collaboration and integration of project outputs.
- Manage the overall development of the CID Proposal by coordinating technical inputs from consultants, stakeholders and the community.
- Develop and maintain the central stakeholder database and CRM, ensuring accurate records of businesses, landowners, institutions, government agencies, community organisations and key contacts, together with all engagement activities and outcomes.
- Support the overall delivery of the Heart of Randwick community engagement program, ensuring all engagement streams managed internally are integrated, appropriately sequenced, aligned with the Community Engagement Plan and CID Seed Funding compliance requirements.
- Delivery and management of online community surveys aligned with the Community Engagement Program.
- Coordination of selected Community Engagement pop-ups and events as needed.
- Lead the preparation of the Community Consultation Report by consolidating engagement outcomes from consultants and community events into a single evidence-based report supporting the CID Proposal.
- Ensure compliance with the CID Seed Funding Deed, including milestone management, budget monitoring, procurement coordination, reporting requirements, acquittals and preparation of documentation required by Transport for NSW.
KEY ACCOUNTABILITIES
- Work closely with Community Engagement teams engaged for Heart of Randwick CID Program, including collaboration with RHIP Comms and Engagement staff, to coordinate project communications, stakeholder updates, website content, community campaign activities, workshops and public information relating to the CID project.
- Coordinate the transition from project development to implementation readiness by supporting governance decisions, consultant handovers, submission processes and future establishment planning for the proposed CID.
- Coordinate completion of all funding deliverables, consultant outputs, reporting, acquittals, records management and final project documentation to support successful completion of the Seed Funding Program

As the Heart of Randwick CID Seed Funding Project evolves, responsibilities may be amended or expanded by the Project Lead and Executive Director to reflect project priorities, funding requirements and organisational needs.

KEY CHALLENGES
- Coordinating multiple consultants, workstreams and stakeholders across a complex place-based project environment.
- Maintaining project momentum and alignment across parallel CID Proposal and CID engagement activities.
- Managing competing priorities and multiple project deadlines within a fixed-term funding program.
- Ensuring accurate and timely reporting against funding requirements and milestones.
- Supporting effective communication between consultants, project partners and governance groups.
- Maintaining comprehensive records, documentation and project controls across a broad range of activities.
- Balancing administrative, governance and engagement coordination responsibilities within a dynamic project environment.
SELECTION CRITERIA
- Demonstrated experience in project coordination, program administration or project support roles.
- Experience supporting governance structures including committees, boards, working groups or advisory groups.
- Strong organisational and time management skills with the ability to manage multiple priorities and competing deadlines.
- Demonstrated experience coordinating consultants, contractors or external service providers.
- Experience in financial administration, budget tracking, invoice processing or project expenditure monitoring. Experience working with XERO is preferred.
- Highly developed written communication skills including preparation of reports, meeting papers, minutes and project documentation.
- Strong interpersonal skills and the ability to work collaboratively across a diverse range of stakeholders.
- Demonstrated ability to establish and maintain effective project management systems, records and administrative processes.
- Proficiency in Microsoft Office and contemporary digital productivity tools.
- Experience using AI-enabled tools to support research, reporting, document preparation or project administration will be highly regarded.
- Understanding of local government, economic development, precinct management, place-based initiatives, business improvement districts or community improvement districts is desirable.
