As our organisation continues to grow, we are strengthening our senior management structure and are seeking an experienced HR & Operations Manager to lead our people and workforce functions and contribute to the broader operational leadership of the organisation.
About the roleReporting directly to the Directors, the HR & Operations Manager will form part of ATCQ's senior operational leadership team, working collaboratively alongside the Service Delivery Manager.
While the Service Delivery Manager maintains primary responsibility for participant service delivery, the HR & Operations Manager will provide leadership across human resources, people and culture, recruitment, workforce planning, onboarding, training and workforce compliance, while contributing to broader organisational operations and continuous improvement.
This is a senior, hands-on management position requiring a strong balance of strategic thinking and practical delivery.
The successful candidate will take ownership of the HR function and establish effective systems and processes that support our employees, managers and continued organisational growth.
You will be supported by ATCQ's management and administration team and will work closely with our external workplace relations and HR advisory provider, Peninsula (Employsure), where specialist advice and support are required.
Key responsibilitiesHuman Resources & People and Culture
- Lead the day-to-day HR and People & Culture function across the organisation.
- Provide timely and practical HR advice to managers and employees.
- Manage employee relations matters, including performance, conduct, grievances, attendance and workplace concerns.
- Coordinate performance management and disciplinary processes in consultation with management and Peninsula where appropriate.
- Manage probationary and employee review processes.
- Support managers to address workforce and performance issues consistently and appropriately.
- Maintain employment contracts, position documentation and HR records.
- Support the appropriate interpretation and application of the SCHADS Award, National Employment Standards and employment conditions.
- Develop and maintain effective HR policies, procedures and systems.
- Promote a professional, accountable and positive workplace culture.
- Identify workforce trends, risks and opportunities and provide recommendations to senior management and the Directors.
Recruitment & Workforce Planning
- Manage end-to-end recruitment across frontline, operational and management positions.
- Develop proactive recruitment strategies and sustainable candidate pipelines.
- Coordinate advertising, shortlisting, interviews,
reference checks and pre-employment requirements.
- Prepare and coordinate employment offers and onboarding requirements.
- Work closely with Service Delivery and Operations to forecast workforce requirements.
- Monitor staffing capacity, employee availability, skills and competency requirements.
- Support workforce retention initiatives and identify emerging workforce risks.
- Ensure recruitment activity aligns with participant needs and operational demand.
Training, Onboarding & Workforce Compliance
- Lead and coordinate employee induction and onboarding.
- Maintain oversight of mandatory employee training and compliance requirements.
- Maintain accurate training matrices, qualification records and expiry monitoring.
- Coordinate internal and external training requirements.
- Coordinate participant-specific training and competency requirements with Service Delivery.
- Identify workforce capability and development gaps.
- Support managers with probation, competency and employee-development processes.
- Ensure employees are appropriately screened, trained and prepared for their allocated responsibilities.
- Develop structured workforce development and leadership pathways as the organisation grows.
Operational LeadershipAs part of ATCQ's senior operational leadership team, you will work collaboratively with the Service Delivery Manager and Operations, Client & Workforce Manager to:
- Establish and monitor organisational priorities.
- Strengthen management accountability and operational performance.
- Support workforce capacity and service-readiness planning.
- Address workforce and rostering pressures.
- Support investigations, corrective actions and continuous improvement.
- Strengthen communication and accountability between management, Facilitators, House Leaders and frontline employees.
- Identify operational risks and ensure appropriate action and escalation.
- Support organisational change and implementation of improved systems and processes.
- Contribute to management meetings, planning and organisational decision-making.
- Provide appropriate reporting and recommendations to the Directors.
The role will also provide direction and oversight to the Operations, Client & Workforce Manager in relation to delegated HR, recruitment, workforce, training and operational activities. About youYou will be an experienced HR or People & Culture professional with the confidence and capability to operate as part of a senior management team.
You will bring
- Demonstrated experience in a HR Manager, People & Culture Manager, HR Business Partner or comparable senior HR position.
- Strong practical experience across employee relations, performance management and workplace matters.
- Demonstrated end-to-end recruitment and workforce-planning experience.
- Experience coordinating employee onboarding,
training and workforce compliance.
- Sound knowledge of Australian employment legislation, the National Employment Standards and modern awards.
- Strong judgement and the ability to appropriately manage confidential and sensitive matters.
- Demonstrated ability to coach and support operational managers.
- Strong written and verbal communication skills.
- High-level organisational, prioritisation and problem-solving capability.
- Strong attention to detail and follow-through.
- Confidence working directly with Directors and senior management.
- The ability to operate effectively in a growing and changing organisation.
Highly regardedExperience within the following will be highly regarded:
- NDIS or disability services.
- Supported Independent Living (SIL).
- Community services, health or human services.
- SCHADS Award environments.
- 24/7 or geographically dispersed workforces.
- NDIS worker screening, training and compliance requirements.
- Recruitment and workforce planning within the disability sector.
- Quality, compliance or operational management.
Relevant tertiary qualifications in Human Resources, Business, Management or a related discipline will be highly regarded. About your leadership styleThis position will suit someone who is proactive, commercially aware and comfortable taking ownership.
You will be able to move between strategic and operational priorities, provide clear advice, manage difficult conversations professionally and ensure agreed actions are followed through.
ATCQ is continuing to develop its management systems and structure. We are therefore looking for someone who can not only work within established processes but also identify opportunities to strengthen and improve them.
You will understand when a matter can be resolved within your authority and when specialist advice or Director involvement is required.

Location and work arrangementsThis is a full-time, office-based position located in Rockhampton, Queensland. The role requires regular interaction with the Directors, management team, employees and operational services. Travel within Rockhampton and the Capricorn Coast may occasionally be required in connection with ATCQ services and workplaces.
