OPERATIONS MANAGER (NDIS)

RISE delivers specialist therapeutic Child and Youth Services across the Toowoomba and Darling Downs Region, with a strong focus on relational practice, culture, and care outcomes.

Our model focuses on supporting children experiencing placement instability, working intensively with families, Child Safety, and foster care partners to support safe transitions to family-based care wherever possible.

About the role

We are seeking an Operations Manager (NDIS) to join Rise Child and Youth Services on a full-time basis based in Toowoomba QLD. This is a strategic leadership position that will oversee the operational delivery of our National Disability Insurance Scheme (NDIS) programs and services. You will be responsible for ensuring that all operations run smoothly, efficiently, and in full compliance with NDIS requirements and quality standards.

This role is pivotal to the success of our disability support services and will directly impact the quality of care and outcomes for the individuals and families we support.

Key responsibilities

- Build and Maintain SILS, Community and Care programs and Services Streams.
- Oversee the day-to-day operations of NDIS-funded disability support services, ensuring consistent delivery of high-quality person-centered support
- Develop, implement, and maintain operational policies, procedures, and systems that comply with NDIS legislation, quality standards, and organizational requirements
- Manage budgets, financial planning, and resource allocation to ensure cost-effectiveness and sustainable service delivery
- Recruit, train, supervise, and support a team of disability support workers and allied professionals, fostering a culture of excellence and continuous improvement
- Monitor service quality, participant outcomes,



and staff performance through data collection, analysis, and regular reviews
- Liaise with participants, families, carers, and external stakeholders to ensure satisfaction and address concerns promptly
- Maintain accurate records and documentation in compliance with NDIS requirements, quality standards, and regulatory obligations
- Identify service gaps and opportunities for improvement, developing and implementing action plans to enhance operational efficiency
- Collaborate with senior leadership to develop strategic plans aligned with organizational goals and participant needs
- Ensure Health, Safety, and Wellbeing compliance, including incident reporting, risk management, and safeguarding protocols

What we're looking for

- Proven experience working within the NDIS or disability support sector, ideally in an operations or management capacity
- Strong understanding of the NDIS legislative framework, Quality Standards, and participant-centered
- Demonstrated experience in managing teams and developing staff through recruitment, training, performance management, and coaching
- Excellent organizational and project management skills with the ability to manage multiple priorities and meet deadlines
- Strong financial acumen and experience in budget management, financial reporting, and resource planning
- Proficiency in using data analysis and reporting tools to drive operational improvements and demonstrate outcomes
- Excellent communication and stakeholder management skills, with the ability to engage effectively with diverse groups
- Knowledge of quality frameworks and compliance requirements relevant to disability support services




- A genuine commitment to person-centered care and the empowerment of people with disability
- Tertiary qualification in business management, health, social services, or a related field is advantageous
