Job Description
An exciting prospect is available for an experienced Capital Planning Master Schedulerto support the development and management of a Council's long-term infrastructure investment program.
n
This is a strategic role focused on the planning, prioritisation and sequencing of Council's 10-Year Capital Works Program, ensuring infrastructure investment is aligned with asset management requirements, community needs, strategic priorities and long-term financial sustainability.

About the role:
n
You will be responsible for developing and maintaining an integrated capital program across planning, design, approvals, procurement and delivery.
n
Working closely with asset management, infrastructure and project delivery teams, you will identify project dependencies, resource constraints and delivery risks while developing multi-year forecasts to support investment and funding decisions.
n
You will also provide high-quality reporting and advice to senior management and Council and facilitate cross-functional planning and program review workshops.
n
Key responsibilities
n
n
Lead the annual development and ongoing review of the 10-Year Capital Works Program
n
Maintain a prioritised pipeline of renewal, upgrade, compliance and growth projects
n
Develop and maintain integrated capital program schedules and delivery forecasts
n
Analyse asset condition, risk, lifecycle and financial data to inform investment priorities
n
Identify project dependencies, resource constraints and program risks
n
Develop program scenarios to support funding and investment decisions
n
Prepare reports,
dashboards and recommendations for senior management and Council
n
Support asset renewal modelling and long-term investment strategies
n
Facilitate capital planning workshops across Council departments
n
Improve capital planning systems, processes, data quality and reporting
n
n
About you:
n
You will be an experienced capital planning, asset management, infrastructure planning or program management professional with a strong understanding of how local government plans and invests in infrastructure.
n
You will bring:
n
n
Experience developing and managing long-term capital or infrastructure programs
n
Strong understanding of local government asset management principles
n
Experience with program scheduling, forecasting and dependency management
n
Strong financial modelling and data analysis capability
n
Experience preparing executive-level reports and recommendations
n
Excellent stakeholder engagement and workshop facilitation skills
n
Advanced Microsoft Excel and Power BI capability
n
Experience with asset management, GIS, ERP or portfolio management systems
n
Knowledge of IPWEA asset management principles and local government capital works governance
n
n
A relevant degree in Engineering, Asset Management, Project Management, Planning, Finance, Economics or a related disciplineis required, along with a current Victorian Driver Licence.
