Primary objective
The role encompasses technical expertise in finance, business management and compliance as well as working collaboratively with internal
and external stakeholders to deliver win-win solutions. This includes budget development, reporting and provision of financial advice to
continuously improve decision making in a Health Care System both in an Acute Care and Primary Health Care setting.

Extensive experience and leadership is required to provide expert financial management advice with a commitment to deliver outcomes
within strict timelines. The role leads a professional team, with a customer focus and process improvement mindset.
Key duties and responsibilities
1.



Provide leadership and manage the finance team in the achievement of required outcomes ensuring services are being delivered

effectively, efficiently and sustainably to clients and NT Health on contemporary financial policy initiatives to assist in meeting agreed
financial targets, productivity and efficiencies and reports directly to the Director of Finance.

2. Provide financial expertise in a dynamic, high transaction environment, including budget development, financial reporting and analysis
and continuous process improvement to strengthen compliance and internal controls.

3. Responsible for the development of budgets, financial reports and analysis for both revenue and expenditure, within strict timelines
and assuring integrity and accuracy of data.

4. Maintain compliance with the agency's financial and reporting obligations under the Financial Management Act, Treasury Circulars,
other NT legislation as well as relevant Commonwealth legislation and Agreements.

5. Undertake research and project work to support the Director of Finance, with a commitment to achieving quality outcomes.
6. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken in

order to ensure high quality, safe services and workplaces.
7. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
Selection criteria
Essential
1. Demonstrated high-level experience in consulting and liaising with stakeholders to develop and implement revenue and operational

budgets, cash flows and accruals, prepare and load budget bids in accordance with the Treasury financial cycle, and analyse financial




performance against agreed resource strategies and expenditure and revenue targets.

2. Demonstrated high-level knowledge and practical application of accrual accounting principles, financial management practices and
standards, particularly in a health and/or public sector environment, including relevant financial governance, compliance and reporting
requirements.

3. Demonstrated comprehensive knowledge and extensive experience in interpreting contractual arrangements, managing change and
implementing continuous improvement practices in a complex and continuously changing environment.

4. Demonstrated high-level experience in leading and managing a skilled team to achieve outcomes, with the ability to work
independently and collaboratively while maintaining a strong customer-focused approach.

5. Demonstrated high-level experience working with diverse teams, including recruitment, human resource management, performance
management and the effective resolution of workplace issues and conflict.

6. Highly developed interpersonal, communication, negotiation and stakeholder management skills, with demonstrated ability to build
effective relationships and interact appropriately with people from diverse cultural backgrounds.

Desirable
1. Tertiary qualifications in Finance, Accounting or related business discipline and/or extensive high level experience in an appropriate

finance role at a Senior Level and experience working in the Public Health Care Sector.
