The Role
n
Reporting to the Head of Quality & Impact, you will lead the development of Oxfam Australia's program learning agenda, strengthening how evidence and learning are used to improve the quality,
effectiveness,accountabilityand
impact of our international programs.
n
Working across program teams,withthematic specialists,
countrypartnershipsand
organisational functions, you will translate program evidence into actionable
learning,facilitatecriticalreflectionand
ensure insights inform decisionmaking, adaptation, advocacy,
businessdevelopmentand
external reporting.
n
You will play a keyrole in fostering a culture of
inquiry,reflectionand
continuous improvement, strengthening the evidence base for effective, feminist, decolonised and locally led development practice.

Key Responsibilities
n
Lead the development and continuous improvement of Oxfam Australia's approach to program performance, learning and accountability, including relevant
policies,standardsand
guidance.
n
Ensure program design and appraisal align with organisational policies,
standards,requirementsand
Oxfam global strategies.
n
Develop and manage the International Programs learning agenda,
coordinatingresearchand
learning opportunities aligned with strategic priorities and evidence needs.
n
Lead strategic learning and performance analysis, translating evidence and insights into program adaptation,
continuousimprovementand
informed decision-making.
n
Drive the implementation and ongoing strengthening of the International Programs Partnership Framework, supporting locally led and decolonising approaches.
n
Build and strengthen networks and partnerships with technical specialists, country partners,
serviceprovidersand
peer organisations to support learning,
knowledgeexchangeand
capacity strengthening.
n
Strengthen knowledge management and organisational learning, ensuring evidence and lessons are
documented,sharedand
applied across Oxfam Australia and the wider Oxfam Confederation.
n
Promote and share program learning with internal and external audiences through presentations, workshops,
conferences,publicationsand
other learning initiatives.

Desired Skills and Experience
n
Substantial experience in international
development,humanitarianor
related settings,
withstrongknowledge




of program design, performance,
evidence,learningand
adaptive management.
n
Demonstrated understanding ofdonor, accreditation and accountability requirements, and experience
translatingorganisationalpolicies,frameworksand
standards into practical program approaches.
n
Excellent written,
verbal,facilitationand
interpersonal communication skills, with the ability toanalyseand communicate complex evidence and learning to diverse internal and external audiences.
n
Demonstrated experience in making sense of program evidence and performance information to understand how and why change
happens,convenelearning,
influencepracticeand
strengthen systems across a program portfolio.
