About the role

Our Federal Government client is seeking an experienced Finance Lead to support a major Tier 1 program. Working closely with the Director of Finance, Planning and Reporting, you will provide strategic financial leadership, management and governance across a significant legislative reform program. You will lead a small finance team responsible for internal budget management, asset management, project accounting and external budget submissions.

Key responsibilities

Lead and oversee a small financial management team.
n
Manage large and complex Tier 1 program budgets.
n
Provide strategic financial advice to executives and program managers.
n
Support internal management accounting and project accounting functions.
n
Manage internal budgets, program finances, assets and external budget submissions.
n
Prepare timely financial reports for directors, executives and governance committees.
n
Develop financial governance policies, procedures and controls.
n
Support capital asset management and end-of-year financial reporting.
n
Analyse complex financial data to support planning and decision-making.
n
Build relationships with internal and external stakeholders.
n
Provide specialist advice on financial, policy, project and operational matters.
n
Represent the agency at relevant meetings.
n
Support priority financial activities across other Tier 1 programs.
n

Desirable criteria
n
n
More than 20 years of accounting experience across government and private-sector environments.
n
Experience managing enterprise and project management accounting functions.
n
Experience managing general business and ICT budgets.
n




Experience supporting contract management and contract development.
n
Strong understanding of financial statements and asset accounting practices.
n
Experience using enterprise financial accounting systems.
n
Advanced Microsoft Office skills, including Excel, Word, PowerPoint, Visio and Outlook.
n
Experience using Azure DevOps, Adobe Acrobat Pro or other project management software.
n

Skills and experience
n
n
More than five years of experience analysing and managing large, complex Tier 1 program budgets.
n
Experience delivering internal and external management accounting, project accounting and executive financial advice.
n
Experience leading a small finance team and overseeing program financial management activities.
n
Experience in capital asset management and year-end financial reporting.
n
Experience developing internal accounting policies in line with relevant accounting standards.
n
Solid skills in analysing and managing large, complex datasets.
n
Strong stakeholder engagement, collaboration and negotiation skills.
n
Ability to present financial information clearly and persuasively.
n
Strong organisational skills and attention to detail.
n
Ability to manage competing priorities and strict deadlines.
n
Ability to work autonomously and within a team environment.
n
Experience supervising staff and identifying team training needs.
n
Relevant postgraduate qualifications and/or professional accounting membership, such as CPA or CA.
