Primary objective
Lead complex remote primary healthcare policy, reform and models of care, providing strategic advice and project leadership to improve access, quality, integration and outcomes across the Northern Territory.
Context statement
Working under broad direction in a complex policy environment, the position leads remote and primary healthcare reform, provides authoritative advice and builds partnerships to support evidence-informed decisions and implementation.
Key duties and responsibilities
Lead complex research, policy analysis and evaluation, developing evidence-based remote and primary healthcare policy options, programs and models of care.
Provide authoritative advice to senior managers, clinicians and executives on complex, sensitive and emerging policy, program and service delivery matters.
Lead the design, implementation, monitoring and improvement of strategic policy projects, service reforms and innovative models of care aligned with government priorities.
Lead consultation, negotiation and collaboration across government, Aboriginal community-controlled, health, skilled and community sectors.
Prepare and review strategic briefings, reports, ministerial correspondence, submissions, agreements and other complex documentation.
Establish governance, risk,
monitoring and evaluation arrangements to support implementation, assess outcomes and drive continuous improvement.
Represent the Department on relevant local, Territory and national committees, working groups and forums.
Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken to ensure high quality, safe services and workplaces.
Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
Selection criteria
Essential
Extensive experience in complex policy research, analysis, development, implementation and evaluation, preferably in remote or primary healthcare.
Highly developed conceptual, analytical and problem-solving skills, including assessing evidence, impacts, costs, benefits, risks and implementation feasibility.
Demonstrated ability to lead complex policy projects and reform initiatives, manage ambiguity and competing priorities, and deliver outcomes with a high level of autonomy.
Highly developed written, verbal, consultation, negotiation and influencing skills, including preparing clear, persuasive and politically neutral executive and ministerial advice.
Sound knowledge of machinery of government,
policy and decision-making processes, governance, risk, monitoring and evaluation, with demonstrated cultural capability and ability to build cross-sector partnerships.
Desirable
Relevant undergraduate qualification in health, public policy, public administration or a related discipline.
