About the Team
When you join the Infrastructure Projects team, you'll join a group of professionals delivering Australia's future rail network. To help grow rail freight in Australia, the team is focused on ensuring the delivery of critical construction projects across the country, including implementation of our >$2 billion Network Investment Program developed with the Australian Government. The team plays a pivotal role in ARTC's ongoing efforts to improve network performance and resilience and keep the future of freight on track.

About the Prospect

Play a key leadership role in strengthening project controls across ARTC's Infrastructure Projects portfolio, providing the governance, insights and discipline needed to support the successful delivery of major infrastructure programs.

We are seeking an experienced Project Controls Manager to provide strategic leadership, governance and oversight of project controls across ARTC's Infrastructure Projects portfolio.

This senior leadership role will oversee planning, scheduling, cost management, risk, change and performance reporting, ensuring project performance is transparent and decision-makers have access to accurate, timely and meaningful information.

Leading a multidisciplinary project controls team, you will work closely with Project Managers, Finance, ICT and external delivery partners to embed best-practice project controls, strengthen governance and drive continuous improvement across the portfolio.

The role can be based in Adelaide, Melbourne, Sydney, Wagga Wagga or Newcastle.

Travel will be required from time to time to support project activities, meetings and operational requirements.

Key Responsibilities:

- Lead the development,



implementation and continuous improvement of project controls frameworks, standards and governance.
- Provide expert advice to Project Directors and Project Managers across schedule, cost, risk and project performance.
- Oversee the development, maintenance and analysis of project schedules using Primavera P6, MS Project and associated tools.
- Ensure effective integration of scope, schedule, cost and risk baselines to support forecasting and performance measurement.
- Lead cost management processes including budgeting, forecasting, cost analysis and Earned Value Management.
- Oversee project risk identification, assessment, quantification and mitigation, including scenario modelling and Monte Carlo analysis.
- Drive the development of dashboards, analytics and reporting through Power BI, Excel and other platforms.
- Monitor portfolio performance against scope, schedule, cost and risk baselines and provide clear insights to senior stakeholders.
- Support internal and external assurance activities and ensure compliance with governance and audit requirements.
- Lead and develop a multidisciplinary project controls team, fostering accountability, collaboration and continuous improvement.
- Build strong relationships across Infrastructure Projects, Finance, ICT and external delivery partners.
- Promote and maintain a strong safety culture and compliance with ARTC's Safety and Environmental Management Systems.

What do we want from you?

You will bring significant project controls experience gained within complex infrastructure, engineering or major project environments, together with the ability to lead teams and influence senior stakeholders.

You will ideally have:

- A Bachelor's degree in Engineering, Project Management, Quantity Surveying, Business or a related discipline.
- 8-10 years' experience in project controls, including experience leading a project controls function or multidisciplinary team.
- Advanced experience with Primavera P6, MS Project, Power BI and Excel.
- Strong knowledge of cost control, budgeting, forecasting and financial analysis.




- Demonstrated experience applying Earned Value Management (EVM).
- Strong knowledge of project risk, change management and performance reporting.
- Proven ability to provide strategic advice and translate complex project information into clear insights for senior stakeholders.
- Strong leadership, stakeholder management, communication and presentation skills.

Postgraduate qualifications in project management, business or engineering, and membership of a relevant professional body such as AACE, PMI or Engineers Australia will be highly regarded.
