Transformativ is a specialist consultancy that helps businesses reimagine their enterprise, then delivers that change with professionals who bring the right experience. We take on the hardest parts of that work across financial services, regulated service businesses and digital platform companies: core platform replacements, separations and integrations, data migration and cutover, operating model redesign, and the design and delivery of enterprise AI in regulated environments.

We work inside the program, alongside client teams, consulting partners and vendors. Our consultants are senior operators, and many work with us across more than one engagement.

THE SITUATION

You will be joining the Transformativ team to help build our treasury and reserves practice. The work is establishing reserves and investment capability for institutions that hold capital and have no function to deploy it through: investment and liquidity policy, the governance around it, custody arrangements, and the operating mechanics to invest, settle and report. The first engagement is being scoped now and this role is needed from the start of it.

THE ROLE

You own the reserves and investment content of these engagements, from policy through to the point where the institution can actually invest. You write the investment and liquidity policies, design the governance, and stand up the operating mechanics alongside the client's own people. This is implementation, not advisory: the engagement ends when the capability runs, not when the document is delivered.

WHAT YOU WILL DELIVER

- Investment policy and liquidity policy drafted and taken through to board approval
- Investment governance in place: committee terms of reference, mandate, delegations and risk limits
- Liquidity tranching set against the institution's operating requirements




- Custody and counterparty arrangements selected and established
- Operating mechanics live: execution, settlement, valuation and accounting
- First board reporting pack produced and accepted

WHAT YOU WILL DO

- Assess the institution's balance sheet, cash flows and operating requirements to size the tranches
- Draft investment and liquidity policy for board approval, and defend it in the room
- Design the investment committee, mandate and delegation structure
- Set risk limits, eligible instruments, counterparty criteria and benchmarks
- Run custodian and counterparty selection
- Establish valuation, accounting and reporting processes
- Work alongside client staff so the capability transfers as it is built

WHAT YOU BRING

- 10+ years in reserves, treasury or investment management
- Direct experience at a central bank, sovereign fund, official institution, or an asset manager or custodian serving them
- At least 1 investment policy you have written that a board approved
- Portfolio construction: tranching, benchmark selection, eligible instruments and limits
- Custody and counterparty arrangements established or managed
- Experience building a function or framework where none existed

HELPFUL BUT NOT ESSENTIAL

- CFA
- Experience with small or newly established institutions
- Emerging market or developing economy central banking
- Reserves management system selection or implementation

WHERE YOU HAVE PROBABLY BEEN

Head of financial markets, treasury or reserves at a central bank, or in the investment team at a sovereign fund. Alternatively financial markets at a reserve bank, a national investment fund, a state treasury corporation, or an official institutions team at a global custodian or asset manager, and now doing build work rather than steady state.
