About the role

The Program, Estimation & Preworks Lead (PEPL) plays a key leadership role in the lifecycle of projects from tendering and procurement through to setting up for successful and protected delivery. They lead the team responsible for estimating, preworks, project management, and consulting functions. The role ensures timely, professional and accurate preparation and review of technical documents ranging from specification review, tender submissions and quotations, to producing delivery and project management plans for effective financial, safety, quality, environmental and client outcomes. The Program, Estimation & Preworks Lead provides oversight, people leadership, program management, organisational and technical expertise to the program, project management, estimation, preworks and consulting team. The position plays a pivotal role in aligning client expectations, commercial outcomes, safety, and operational feasibility and is a key point of contact between the organisation and the client during pre-works development, constructability, feasibility scope development and program management.

Key responsibilities

- Provide team, commercial, tactical and technical leadership across the full project lifecycle — from tendering and procurement through to planning and successful, safe delivery via the project management function

- Lead the estimating and pre-contract planning function, including specification review, site assessments, tender submissions, pricing, methodology development, and pre-works delivery plans

- Coordinate tender and Expression of Interest (EOI) processes, manage tender inquiries and client engagement during bidding stages, and work closely with clients and delivery teams to clarify scope and expectations

- Provide leadership,



coordination and collaborate with Project Managers and the Scheduling and Optimisation team to ensure effective pre-works planning, procurement lead times, and resource availability

- Oversee and support the project consulting and mapping teams in managing scope, time, cost, risk, and opportunity — ensuring effective program governance and delivery outcomes

- Lead by example to build a collaborative, values-driven team culture and promote psychological and physical wellbeing, inclusion, and safe work practices across teams and projects

- Maintain a strong focus on safety, quality, environmental, and compliance outcomes - applying Acacia and client HSEQ systems and driving proactive risk management throughout all planning and delivery phases

- Monitor and report on team, program and project performance against agreed targets and corporate goals — including safety, quality, commercial, financial, environmental, and compliance targets

- Build trusted relationships with clients, contributing to repeat business through high-quality service, strong communication, and alignment of program and project delivery with customer needs

- Lead and implement the ongoing development of systems, tools, and processes that enhance commercial profitability, project estimation, scheduling, delivery, and team capability

About you

- Significant experience and capabilities working at a Program/Project Manager, Team Leader, Supervisor, Planner or Scheduler level within a natural resource management, construction, maintenance or related environment





- Diploma or Degree in relevant area of Project Management, Science, Civil or Environmental Engineering, Natural Resource Management, Construction or related disciplines and/or equivalent experience

- Demonstrated experience and capabilities in tendering, pricing, procurement, contract, project and program development or management within a natural resource management, science, maintenance or related environment

- Sound financial and commercial acumen, with a demonstrated understanding of cost management, cost control and project management experience in the sector

- Demonstrated and significant experience in leading technical teams to achieve program, project and operational outcomes

- Experience working in a fast-paced environment where safety, compliance, and continuous improvement are key priorities

- Strong safety management knowledge and experience with identifying risk, mitigation strategies, implementing safety systems and protocols, including safety in design/planning/delivery approaches

- Ability to manage people fairly and respectfully across range of employee life cycle from recruitment, onboarding, training, and performance management
