Bathurst Library is a civic heart — a place of learning, connection and belonging for our whole community. As Manager Library Services, you'll lead the strategic direction, operations and community profile of the Library, positioning it as a cornerstone of Bathurst's cultural and educational life.

It's a rare chance for an experienced library or community services leader to shape a service at a pivotal time — balancing the enduring value of libraries as trusted public spaces with new opportunities in digital innovation and community engagement.

The Opportunity

Reporting to Council's senior leadership, you'll be accountable for the Library's strategy and day-to-day performance — from collections and programs to facilities, technology and partnerships.

Set the vision — shape strategic and operational plans aligned with Council's priorities and community needs.

Champion inclusion — make the Library genuinely accessible and welcoming to everyone, including First Nations peoples, people with disability, culturally diverse communities, LGBTIQ+ people and people of all ages and backgrounds.

Deliver great service — oversee collections, programs, local studies and digital platforms that keep the Library relevant and community-focused.

Manage resources well — run budgets and procurement prudently, and secure grants and funding to extend the Library's impact.

Build partnerships — represent the Library with the State Library of NSW, government, education providers and community organisations.

Lead the team — inspire and develop staff, and build an accountable, collaborative, customer-focused culture.

Govern responsibly — meet obligations across safety, privacy, records and financial accountability, with a focus on continuous improvement.

- Degree or postgraduate qualifications in Library and Information Services, Business Management, Public Administration or a related discipline, and/or extensive senior leadership experience relevant to the management of a public library service.




- Substantial experience leading and managing a contemporary public library or comparable community service, including demonstrated ability to lead change and implement practical, solution-focused service improvements.
- Demonstrated excellence in people leadership, communication and team development, including motivating staff and fostering an inclusive, accountable and customer-focused workplace culture.
- Demonstrated expertise in strategic and operational planning, policy development and the successful leadership and delivery of significant projects.
- Strong financial and resource management experience, including budget development and monitoring, cost control, procurement and the identification, acquisition and acquittal of appropriate external funding.
- Broad knowledge of contemporary public library practice, including physical and digital collections, information services, literacy and lifelong learning, digital inclusion, accessibility, programming and community engagement.
- Proven ability to establish effective networks and partnerships, advocate for library services and communicate, influence and negotiate with community, professional, government and internal stakeholders.
- Excellent analytical, benchmarking, data interpretation and report-writing skills, together with a current NSW driver licence.

Salary: $2,106.45 to $2,213.07 per week + 12% superannuation

Position Status: Permanent – Full-time

Hours of work:



Monday – Friday 8:30 am – 4:45 pm - 35 hours per week with an RDO every third week
