Tenancy Officer - Transitional Housing Program

About the role
n
The Tenancy Officer (THM) delivers trauma-informed, culturally safe and client-centred tenancy management for renters with complex needs. The role combines high quality tenancy management, responsive maintenance coordination and active vacancy management, while working closely with DFFH, support agencies and internal teams to achieve strong tenancy and property outcomes, meet KPIs, and ensure compliance with legislation, program guidelines and WHL policy.

Key responsibilities
n
Assess referrals to the THM program and participate in the prioritisation and allocations process, promoting fair, transparent and culturally appropriate property allocation processes that align with policy, need and organisational priorities in line with THM requirements
n
Build cooperative working relationships with government agencies, SHS agencies, family violence services, and other allied support providers to coordinate effective responses to complex tenant and community needs.
n
Provide informed advice, guidance and early intervention support to tenants to strengthen tenancy sustainability and promote positive housing outcomes,
including proactive exit planning with the tenant and support agencies to move into long term housing.
n
Identify and address tenancy breaches, occupancy issues and safety concerns promptly, issuing notices within required legislative timeframes and manage tenancies in accordance with the Residential Tenancies Act 1997 (Vic), THM guidelines and WHL policy
n
Representing WHL at VCAT and other dispute resolution process with sound preparation, professional judgement and a strong understanding of tenancy legislation, organisational policy and tenant circumstances
n
Proactively engage with DFFH's responsive maintenance service to lodge, track and elevate maintenance requests, ensuring properties remain secure and habitable and arrange trades people where appropriate to manage minor works.
n
Coordinating inspections and completing condition reports, tenancy sign-ups, entry procedures, lease and rent reviews, and exit processes to ensure compliance, consistency and positive tenant outcomes
n
Actively manage vacancies to meet agreed turnaround targets and maintain occupancy
n
About you
n
Experience in tenancy management, community housing, homelessness or a related human services setting
n
Demonstrated ability to manage complex tenancies and work effectively with renters who have diverse and high support needs
n
Demonstrated ability to clearly communicate tenancy rights and responsibilities to renters with diverse needs, and to proactively resolve complaints and complex tenancy issues
n
Strong knowledge of tenancy practice, legislation and compliance requirements, including VCAT preparation and attendance, and complaints resolution processes
n
Well-developed communication, stakeholder engagement and conflict resolution skills
n
Proven ability to coordinate responsive maintenance, arrange contractors for minor works, manage vacancies, and liaise effectively with DFFH on maintenance and vacant maintenance processes
n
Strong written administration skills, including accurate records, reports and renter correspondence
n
Competent digital skills, including Microsoft Office and housing or property management systems
n

The position is subject to EEO exemption and is open to women applicants only.

Primary work location is the office at 501 Swanston St, Melbourne with a high level of outreach visits to properties. Some opportunity to work from home as appropriate and agreed with your manager.
n
