Job Description
The Project Controls Consultant (known internally as Program Manager (Area)) will be required to work with key stakeholders to undertake the following:
n
n
Assist local government and other delivery agents to successfully execute programs, while delivering program management and project controls for funding programs including (but not limited to):n
n
Monitoring and reporting on the governance, scope, cost, time, and quality of programs and projects
n
Maintaining Governance of, and verifying, monthly progress and payment claims
n
Risk management
n
n
Identify (discover), develop, implement, embed and sustain systems, procedures and/or processes for program management continuous improvement.
n
Be available for deployment at short notice to support the organisation's activities throughout the state as required.
n
Undertake related programs, projects and other duties of equivalent complexity as required.
n

Technology

Advanced level in MS Excel.
n
Intermediate level in MS Office 365 suite.
n
Intermediate level in document control solutions.
n
Intermediate level in Primavera P6 (or Microsoft Projects).
n

Program Management / Project Controls
n
n
Demonstrated experience involving end to end execution of program and project governance, scope, cost, time, and quality functions including:n
n
Monitoring of complex and varying funding programs and projects (submissions) budget structures from multiple funding sources and/or arrangements.
n
Quantifying, verifying,
and processing applicant monthly progress and payment claims and associated governance tasks.
n
Managing Risk including emerging risk (issues) identification, escalation, prioritisation, mitigation, corrective actions, and solution generation with associated reporting.
n
Ability to find ways of solving or pre-empting problems.
n
Interrogation of general ledgers and monitoring cash-flow financial positions.
n
Facilitating variations and extension of times.
n
Ensuring effective quality assurance and the overall integrity of the programs
n
Developing, producing, analysing and monitoring reporting including:n
n
Trends for scope, cost, time and or quality.
n
Monthly financial performance including variance analysis (e.g. forecast, actual expenditure and contingency).
n
Monthly schedule performance including variance analysis (e.g. critical path, status progress updates, baseline reviews and reforecasting).
n
Coordinating reporting requirements with Project Managers.
n
Providing detailed understanding of data synergies between portfolio, programs and projects.
n
Interpreting and providing commentary to key stakeholders.
n
Earned value performance monitoring and reporting.
n

Data and Analytical
n
n
Demonstrated ability to problem solve, understand and process data from complex structures and multiple sources to achieve desired reporting objectives (e.g. intelligent dashboards).
n
Ability to understand complex data structures and provide efficient continuous improvement solutions.
n
n
This position is offered as a contract until May ****. The role is located within the Brisbane CBD, and while WFH options are available, the successful candidate will need to attend the office on a weekly basis, as agreed with the team.
