About the opportunity
Ipswich City Council is seeking to appoint a Team Leader (Risk and Insurance) to lead the next phase of development of its enterprise risk capability. Reporting to the Manager, Strategy, Governance and Performance, the position provides an chance for an experienced risk practitioner to influence how risk is understood, applied and embedded across a large and diverse organisation.
Council has an established Enterprise Risk Management Framework and is looking to build on these foundations, progressively strengthening risk maturity and ensuring risk becomes increasingly integrated into planning, investment and organisational decision-making. Rather than seeking wholesale reform, the focus will be on practical and sustainable improvement, working directly with leaders and business areas to build capability and strengthen the application of risk in day-to-day operations.
The role will provide specialist advice to senior leaders and have exposure to the Executive Leadership Team and Audit and Risk Management Committee. It will also play a key role in strengthening Council's approach to emerging risk, risk appetite and business continuity planning, with genuine scope to influence how these frameworks evolve over time.
Leading a small and experienced team, the position also provides oversight of Council's insurance function. Day-to-day insurance activities are well supported within the existing team, allowing the successful candidate to maintain a strong focus on enterprise risk while providing leadership and direction across the broader function.
About you
You are an experienced risk practitioner who combines strong technical capability with the ability to make risk practical and relevant to the people making decisions across an organisation.
You will be comfortable working beyond frameworks and registers, building relationships with leaders and operational teams to understand their objectives, provide constructive challenge and help them apply risk thinking in a meaningful way. You will bring the judgement and credibility to operate with senior stakeholders while remaining willing to work directly with business areas to build capability and improve risk maturity over time.
You will demonstrate:
- Strong experience in enterprise risk management, including the practical application and ongoing development of risk frameworks
- The ability to build organisational risk capability and embed risk into planning and decision-making
- Strong stakeholder engagement and influencing skills, with the confidence to advise and constructively challenge senior leaders
- Experience contributing to the development or improvement of business continuity and organisational resilience approaches
- Sound people leadership capability and the ability to lead a small, established team through ongoing change
- Strong analytical, written communication and presentation skills, including the ability to communicate complex risk matters clearly to senior stakeholders and governance committees
Experience within local government, the broader public sector or another complex, regulated or publicly accountable environment will be well regarded, though is not essential. Relevant tertiary or professional qualifications in risk, governance, business or a related discipline will also be viewed favourably.
